【摘要】：民族關(guān)系屬于社會(huì)關(guān)系的范疇,新中國(guó)成立以來(lái),黨和國(guó)家高度重視民族關(guān)系的發(fā)展。改革開放以來(lái),在很大程度上,我國(guó)已形成平等、團(tuán)結(jié)、互助、和諧的新型社會(huì)主義民族關(guān)系。隨著城鎮(zhèn)化進(jìn)程的加快,民族人口流動(dòng)頻繁,雜散居民族逐漸增多,從社區(qū)的角度來(lái)看,多民族社區(qū)應(yīng)運(yùn)而生。本文選擇鎮(zhèn)寧布依族苗族自治縣多民族社區(qū)的民族關(guān)系作為研究對(duì)象,對(duì)“社區(qū)”及“民族關(guān)系”的定義進(jìn)行了梳理,結(jié)合相關(guān)理論,對(duì)“多民族社區(qū)”概念進(jìn)行界定。全文以馬克思主義民族理論為理論基點(diǎn),運(yùn)用民族學(xué)、人類學(xué)、社會(huì)學(xué)、文化場(chǎng)域、功能結(jié)構(gòu)理論從經(jīng)濟(jì)、政治、文化、社會(huì)等方面探討鎮(zhèn)寧城關(guān)鎮(zhèn)多民族社區(qū)民族關(guān)系,由此探析城關(guān)鎮(zhèn)多民族社區(qū)形成的原因,厘清影響民族關(guān)系的因素。比如由于市場(chǎng)經(jīng)濟(jì)觀念的制約,城關(guān)鎮(zhèn)內(nèi)少數(shù)民族同胞與漢族同胞發(fā)展不平衡,出現(xiàn)貧富差距;區(qū)域內(nèi)基層民族干部(村委)的比例偏小;民族文化在新的時(shí)代背景下受到異質(zhì)文化的沖擊,沒能得到較好的保護(hù)與發(fā)展;隨著社會(huì)的發(fā)展,分工越來(lái)越精細(xì),但由于少數(shù)民族同胞文化水平相對(duì)落后,導(dǎo)致在社會(huì)分工中處于底層;農(nóng)村基礎(chǔ)設(shè)施、教育醫(yī)療保障不完善,人才資源短缺等。有鑒于此,針對(duì)相應(yīng)的問(wèn)題進(jìn)行了較為深入的調(diào)查研究與思考,并提出對(duì)策建議;本研究認(rèn)為城關(guān)鎮(zhèn)自身應(yīng)夯實(shí)經(jīng)濟(jì)基礎(chǔ),充分利用資源,抓好扶貧契機(jī),增強(qiáng)內(nèi)生活力,大力培養(yǎng)任用少數(shù)民族干部、促進(jìn)民族間的交往交流交融、互補(bǔ)共生,尋求文化合力,促進(jìn)社會(huì)合理分工,提升社會(huì)凝聚力,走多民族“和睦相處、和衷共濟(jì)、和諧發(fā)展”之路,形成“你中有我、我中有你”的“多元一體”和“三個(gè)離不開”格局�？傊�,鎮(zhèn)寧縣城關(guān)鎮(zhèn)多民族社區(qū)的形成是歷史的必然,但在整個(gè)社會(huì)的發(fā)展中,作為發(fā)展較為滯后的民族地區(qū),影響民族關(guān)系和諧發(fā)展的因素依然存在,我們要正確把握民族發(fā)展的規(guī)律,充分認(rèn)識(shí)在處理民族關(guān)系中存在的不足,適時(shí)調(diào)整相應(yīng)的措施,及時(shí)更新理念,創(chuàng)造穩(wěn)定的社會(huì)環(huán)境,促進(jìn)民族團(tuán)結(jié)發(fā)展、社會(huì)和諧繁榮。
[Abstract]:Ethnic relations belong to the category of social relations. Since the founding of New China, the Party and the state have attached great importance to the development of ethnic relations. Since the reform and opening up, to a large extent, China has formed a new socialist ethnic relationship of equality, unity, mutual assistance and harmony. With the acceleration of urbanization, ethnic population flow frequently, scattered residents gradually increased, from the community point of view, the multi-ethnic community came into being. This paper chooses the ethnic relationship of the multi-ethnic community in Zhenning Buyi Miao Autonomous County as the research object, combs the definitions of "community" and "ethnic relationship", and defines the concept of "multi-ethnic community" combining with relevant theories. Based on the Marxist national theory, this paper discusses the ethnic relations among the multi-ethnic communities in Chengguan Town of Zhenning from the aspects of economy, politics, culture and society, using the theories of ethnology, anthropology, sociology, cultural field and functional structure. This paper explores the causes of the formation of multi-ethnic communities in Chengguan Town, and clarifies the factors affecting ethnic relations. For example, due to the restriction of the market economy concept, the development of minority and Han compatriots in Chengguan Town is not balanced, and the gap between rich and poor appears, and the proportion of grassroots ethnic cadres (village committee) in the region is small; The national culture is impacted by the heterogeneous culture under the background of the new era, and has not been well protected and developed. With the development of society, the division of labor becomes more and more fine, but because of the relatively backward cultural level of the minority compatriots, they are at the bottom of the social division of labor, the rural infrastructure, the imperfect education and medical security, the shortage of human resources and so on. In view of this, the author has carried on the thorough investigation and the ponder to the corresponding question, and has proposed the countermeasure proposal; This study holds that Chengguan Town should consolidate its economic base, make full use of resources, make good use of the opportunity of poverty alleviation, strengthen endogenous vitality, vigorously train and appoint minority cadres, promote exchanges and exchanges among ethnic groups, complement and co-exist, and seek the resultant force of culture. To promote the rational division of labor, to promote social cohesion, to take the road of "living in harmony, working together in harmony and developing harmoniously", and to form a "pluralistic" and "three inseparable" pattern of "you and me". In short, the formation of a multi-ethnic community in Chengguan Town, Zhenning County, is a historical necessity. However, in the development of the whole society, as a lagging minority region, the factors affecting the harmonious development of ethnic relations still exist. We should correctly grasp the law of national development, fully understand the shortcomings existing in dealing with ethnic relations, adjust the corresponding measures in time, update our ideas in time, create a stable social environment, promote the development of national unity and promote social harmony and prosperity.
