【摘要】：近期,隨著國(guó)家關(guān)于加強(qiáng)政府信息公開(kāi)的文件連續(xù)下發(fā),促進(jìn)區(qū)縣政府網(wǎng)站的信息公開(kāi),拓寬信息公開(kāi)的領(lǐng)域,提高公開(kāi)范圍和時(shí)效已經(jīng)成為區(qū)縣政府信息公開(kāi)越來(lái)越重要的關(guān)注點(diǎn)。區(qū)縣政府是末端,也是始端,是基層民主發(fā)展的重要環(huán)節(jié),如何能順應(yīng)互聯(lián)網(wǎng)的浪潮,重塑基層民主的新形式,推動(dòng)區(qū)縣政府網(wǎng)站信息公開(kāi),是其區(qū)縣政府貫徹政務(wù)信息公開(kāi)的使命所在,意義重大。文章在對(duì)河南省區(qū)縣政府網(wǎng)站信息公開(kāi)現(xiàn)狀進(jìn)行調(diào)查研究。先對(duì)比《中華人民共和國(guó)政府信息公開(kāi)條例》,商務(wù)部出臺(tái)的區(qū)縣政府網(wǎng)站評(píng)估指標(biāo)以及國(guó)務(wù)院下發(fā)的加強(qiáng)政府信息公開(kāi)重點(diǎn)工作安排的通知,后結(jié)合《2014年全國(guó)政務(wù)公開(kāi)和政務(wù)服務(wù)試點(diǎn)縣(市、區(qū))政府門(mén)戶網(wǎng)站評(píng)估指標(biāo)體系[征集意見(jiàn)稿]》得出可以評(píng)估河南省區(qū)縣政府網(wǎng)站信息公開(kāi)現(xiàn)狀的權(quán)重指標(biāo)。其后采用已構(gòu)建的權(quán)重指標(biāo)調(diào)查河南省區(qū)縣政府網(wǎng)站信息公開(kāi)現(xiàn)狀中的不足之處。本文在對(duì)比分析中發(fā)現(xiàn)了河南省區(qū)縣政府經(jīng)濟(jì)的發(fā)展水平不同,其政府網(wǎng)站信息公開(kāi)的狀況也有區(qū)別。最后結(jié)合自身的圖書(shū)情報(bào)專業(yè)知識(shí)提出改進(jìn)意見(jiàn)來(lái)幫助河南省區(qū)縣政府完善網(wǎng)站信息公開(kāi),力求彌補(bǔ)河南省區(qū)縣政府網(wǎng)站信息公開(kāi)中的不足和缺陷,幫助人們更加方便的檢索查閱已公開(kāi)的政府信息、增加政府行政透明度的同時(shí)保障人民行使知情權(quán)。
[Abstract]:Recently, as the country's documents on strengthening the disclosure of government information have been issued in succession, it has promoted the disclosure of information on the websites of district and county governments, and broadened the scope of information disclosure. Increasing the scope and limitation of disclosure has become a more and more important concern of district and county government information disclosure. The district and county government is the end and the beginning, and is an important link in the development of grass-roots democracy. How to adapt to the tide of the Internet, reshape the new form of grass-roots democracy, and promote the publicity of information on the district government website, It is its district county government to carry out the mission of open government affairs information, it is of great significance. This paper investigates the current situation of information disclosure of county government websites in Henan Province. First of all, compare the regulations of the people's Republic of China on the publicity of Government Information, the evaluation indicators for district and county government websites issued by the Ministry of Commerce and the circular issued by the State Council on the key work arrangements for strengthening the disclosure of government information. Combined with the "2014 national government affairs opening and government service pilot county (city, district) government portal website evaluation index system [draft of solicitation of opinions] >, the weight index can be obtained to evaluate the present situation of information disclosure of county government websites in Henan province." Then we use the constructed weight index to investigate the deficiency of the information disclosure of the county government website in Henan province. In this paper, we find that the level of economic development of the county government in Henan Province is different, and the information disclosure of the government website is also different. Finally, combining with the professional knowledge of library and information, the author puts forward some suggestions to help the county government in Henan province to improve the information disclosure of the website, and try to make up for the shortcomings and defects in the information disclosure of the county government website in Henan province. It helps people to search and consult the open government information more conveniently, to increase the transparency of government administration and to ensure the people to exercise the right to know.
