政府人力資源機(jī)構(gòu)編制管理模式及成熟度評(píng)價(jià)研究

【摘要】:人力資源管理是管理工作的重要組成部分。政府人力資源管理是政府工作的重心,其管理成熟度決定著政府工作的成效。目前,機(jī)構(gòu)編制管理模式是我國(guó)政府實(shí)施人力資源管理工作的重要方法。近年來,為弘揚(yáng)改革創(chuàng)新的時(shí)代精神,建設(shè)人民滿意的服務(wù)型政府,我國(guó)不斷加快行政體制改革和政府職能轉(zhuǎn)變,加強(qiáng)政府機(jī)構(gòu)編制管理力度。因此,在這種形勢(shì)下,開展機(jī)構(gòu)編制管理相關(guān)研究意義重大。本文依據(jù)人力資源和機(jī)構(gòu)編制相關(guān)理論,結(jié)合我國(guó)機(jī)構(gòu)編制管理工作實(shí)際,采用文獻(xiàn)研究、調(diào)查和實(shí)證研究法對(duì)政府人力資源機(jī)構(gòu)編制管理模式展開分析,并首創(chuàng)性的對(duì)機(jī)構(gòu)編制管理成熟度評(píng)價(jià)進(jìn)行研究。首先,本文對(duì)機(jī)構(gòu)編制管理模式在我國(guó)政府人力資源管理工作中應(yīng)用現(xiàn)狀開展科學(xué)分析,總結(jié)其經(jīng)驗(yàn)及不足。其次,根據(jù)人力資源和機(jī)構(gòu)編制相關(guān)理論,結(jié)合政府機(jī)構(gòu)編制管理工作實(shí)際,分析研究管理成熟度等級(jí)、基本要素等,首創(chuàng)性構(gòu)建我國(guó)政府機(jī)構(gòu)編制管理成熟度模型。然后,在成功構(gòu)建機(jī)構(gòu)編制管理成熟度模型基礎(chǔ)上,結(jié)合政府機(jī)構(gòu)編制管理內(nèi)容,篩選機(jī)構(gòu)編制管理成熟度評(píng)價(jià)要素及指標(biāo),分析成熟度評(píng)分標(biāo)準(zhǔn),建立評(píng)價(jià)指標(biāo)體系。最后,利用珠海市工商質(zhì)監(jiān)系統(tǒng)機(jī)構(gòu)編制改革實(shí)例,分析驗(yàn)證政府人力資源機(jī)構(gòu)編制管理成熟度評(píng)價(jià)體系。
[Abstract]:Human resource management is an important part of management. Government human resources management is the focus of government work, its management maturity determines the effectiveness of government work. At present, the organizational management model is an important method for our government to implement human resource management. In recent years, in order to carry forward the spirit of reform and innovation and build a service-oriented government satisfied with the people, China has been speeding up the reform of the administrative system and the transformation of government functions, and strengthening the establishment and management of government institutions. Therefore, in this situation, it is of great significance to carry out research on organizational management. Based on the theory of human resource and institution establishment, combined with the practice of institution establishment management in our country, this paper analyzes the management mode of government human resource institution by literature research, investigation and empirical research. And the first to the establishment of management maturity evaluation. First of all, this paper carries out a scientific analysis of the current situation of the application of the organizational establishment management model in the human resource management of our government, and summarizes its experience and shortcomings. Secondly, according to the theory of human resources and institution establishment, combined with the practice of government organization establishment and management, this paper analyzes and studies the management maturity level, basic elements and so on, and constructs the establishment of government organization management maturity model of our country for the first time. Then, on the basis of successfully constructing the model of organizational management maturity, combined with the content of government organization, the evaluation elements and indicators of institutional compilation management maturity are selected, the evaluation criteria are analyzed and the evaluation index system is established. Finally, the paper analyzes and verifies the evaluation system of management maturity of government human resources institutions by using the example of the establishment reform of the industrial and commercial quality supervision system in Zhuhai.
