【摘要】：近年來,公眾對環(huán)境質量的關切日益上升,政府也相繼出臺了一些治理環(huán)境污染的措施。但事實上環(huán)境質量并沒有明顯好轉,甚至有持續(xù)惡化的趨勢。這一現(xiàn)象背后深層次的原因是什么呢?文章從晉升激勵、地方官員任期預期的政治制度特征入手為破解這一謎題提供了新視角。研究結果顯示:(1)晉升激勵惡化了轄區(qū)環(huán)境質量。"GDP晉升錦標賽"體制下,地方官員改善轄區(qū)環(huán)境質量的意愿不足,地方官員為在晉升中取得成功,很可能會采取犧牲轄區(qū)資源環(huán)境為代價的粗放式手段推動轄區(qū)經(jīng)濟增長,從而導致轄區(qū)環(huán)境質量惡化。(2)晉升激勵對環(huán)境質量的作用要受地方官員任職預期的影響。不同任職預期下,官員晉升激勵對轄區(qū)環(huán)境質量的作用不同。較短任職預期,轄區(qū)官員易采取短視行為,實施忽視轄區(qū)資源環(huán)境的發(fā)展戰(zhàn)略,導致轄區(qū)環(huán)境質量惡化,反之則相反。(3)地方政府財政壓力是影響轄區(qū)環(huán)境質量的重要因素。財政壓力越大,政府默許甚而縱容一些污染企業(yè)生產(chǎn)的可能性就越大,結果導致轄區(qū)環(huán)境質量惡化。(4)地方官員年齡的增長對轄區(qū)環(huán)境質量改善起正面作用。
[Abstract]:In recent years, the public concern about environmental quality is increasing, and the government has introduced some measures to control environmental pollution. In fact, the quality of the environment has not improved significantly, or even continued to deteriorate. What is the underlying reason behind this phenomenon? This paper provides a new perspective for solving this puzzle from the perspective of promotion motivation and the political system characteristics of local officials' term expectation. The results show that: (1) Promotion incentives worsen the environmental quality of the district. Under the "GDP Promotion Championship" system, the local officials are not willing to improve the environmental quality of the district, local officials in order to achieve success in the promotion, It is very likely that extensive measures at the expense of the resources and environment of the district will be used to promote the economic growth of the district, which will lead to the deterioration of the environmental quality of the district. (2) the role of promotion incentives on the environmental quality will be affected by the expectation of local officials. Under different expectations, the role of promotion incentives on environmental quality is different. With the expectation of a short term in office, district officials are apt to adopt short-sighted behavior and implement a development strategy that ignores the resources and environment of the jurisdiction, resulting in the deterioration of the environmental quality of the district. Conversely, the contrary. (3) Local government financial pressure is an important factor affecting environmental quality. The greater the financial pressure, the more likely the government acquiesces to even connive at the production of some polluting enterprises, resulting in the deterioration of environmental quality in the jurisdiction. (4) the increase in the age of local officials plays a positive role in improving the environmental quality of the district.
