【摘要】：本文研究了地方政府內(nèi)部利益分化和實(shí)際權(quán)力結(jié)構(gòu)對(duì)于政府行為的影響。我們首先構(gòu)建了一個(gè)政府內(nèi)存在分工時(shí)的最優(yōu)授權(quán)模型,推導(dǎo)出部門(mén)間的利益偏差會(huì)扭曲政府政策,而實(shí)際權(quán)力結(jié)構(gòu)會(huì)放大效率損失�；谑∥Ｎ瘯�(huì)內(nèi)部組成情況,我們構(gòu)建了利益分化指標(biāo)來(lái)衡量地方領(lǐng)導(dǎo)班子內(nèi)部的利益偏差和實(shí)際權(quán)力結(jié)構(gòu)�；�1992—2011年的省級(jí)面板數(shù)據(jù)的實(shí)證研究表明,平均而言,如果省委常委會(huì)分化指標(biāo)增加1個(gè)標(biāo)準(zhǔn)差,則次年該省公共部門(mén)人員規(guī)模增加1%,民營(yíng)經(jīng)濟(jì)投資降低4.4個(gè)百分點(diǎn),同時(shí),次年該省土地違法面積增加12.5%。這表明利益分化通過(guò)實(shí)際權(quán)力結(jié)構(gòu)使政府行為和政策更加偏向"內(nèi)部人",導(dǎo)致政府從市場(chǎng)經(jīng)濟(jì)中攫取更多資源,降低了資源配置效率。因此,加強(qiáng)制度建設(shè),約束政府權(quán)力,促進(jìn)決策過(guò)程的公開(kāi)透明是全面深化改革,推動(dòng)經(jīng)濟(jì)發(fā)展的需要。
[Abstract]:This paper studies the influence of internal interest differentiation and actual power structure of local government on government behavior. Firstly, we construct an optimal delegation model with the division of labor in government, and deduce that the deviation of interest between departments will distort government policy, and the actual power structure will enlarge the loss of efficiency. Based on the internal composition of the standing Committee of the Provincial CPC Committee, we have constructed the benefit differentiation index to measure the deviation of interests and the actual power structure within the local leadership. Empirical research based on provincial panel data from 1992 to 2011 shows that, on average, if the differentiation index of the standing Committee of the provincial party committee increases by one standard deviation, the size of the provincial public sector personnel will increase by 1 percent the following year. Private economic investment dropped 4.4 percent, and the illegal land area in the province increased by 12.5 percent the following year. This indicates that the differentiation of interests makes the government's behavior and policy more inclined to the "insiders" through the actual power structure, which leads the government to grab more resources from the market economy and reduce the efficiency of resource allocation. Therefore, it is necessary to deepen the reform and promote the economic development by strengthening the system construction, restricting the government power and promoting the openness and transparency of the decision-making process.
