北京市基層公務(wù)員培訓(xùn)有效性研究

【摘要】:培訓(xùn)的一個(gè)重要問(wèn)題就是提升培訓(xùn)的有效性,公務(wù)員的有效培訓(xùn),就是通過(guò)培訓(xùn)的有效手段,使公務(wù)員的知識(shí)、技能在培訓(xùn)后得到提高,并將之應(yīng)用到工作中,更好的為人民群眾服務(wù);鶎庸珓(wù)員人數(shù)多,基數(shù)大,覆蓋面廣,遍布政府的基層行政機(jī)構(gòu)中,他們的素質(zhì)和能力是政府執(zhí)政水平的直接反應(yīng);鶎庸珓(wù)員培訓(xùn)關(guān)系著政府在群眾心中的形象,但是目前的基層公務(wù)員培訓(xùn)卻存在著有效性不高的問(wèn)題。盡管如此,對(duì)于培訓(xùn)的學(xué)術(shù)研究依然集中于理論方面,專(zhuān)門(mén)研究公務(wù)員培訓(xùn)有效性的不多。因此,本文主要研究北京市基層公務(wù)員培訓(xùn)有效性的問(wèn)題,對(duì)北京市基層公務(wù)員進(jìn)行數(shù)據(jù)調(diào)查,分析其培訓(xùn)現(xiàn)狀,找出北京市基層公務(wù)員培訓(xùn)過(guò)程中的問(wèn)題,并提出完善對(duì)策,為北京市基層公務(wù)員的培訓(xùn)提供建設(shè)性的意見(jiàn)和建議。首先,本文綜合分析了培訓(xùn)有效性的相關(guān)文獻(xiàn)和理論基礎(chǔ),其次通過(guò)對(duì)北京市基層公務(wù)員培訓(xùn)的調(diào)查數(shù)據(jù)進(jìn)行分析,綜合運(yùn)用柯氏四層模型和CIPP模型對(duì)北京市基層公務(wù)員培訓(xùn)的有效性進(jìn)行了評(píng)估,發(fā)現(xiàn)其中的問(wèn)題,最后,在上述研究和分析的基礎(chǔ)上,建議要從培訓(xùn)全過(guò)程的角度來(lái)提高北京市基層公務(wù)員的培訓(xùn)有效性,具體對(duì)策如下:在培訓(xùn)準(zhǔn)備階段,做好培訓(xùn)需求分析,從組織、人員和工作三個(gè)角度來(lái)分析,并且要強(qiáng)化分層分類(lèi)的培訓(xùn);培訓(xùn)實(shí)施階段,應(yīng)注重能力培訓(xùn),減少知識(shí)灌輸式的培訓(xùn)方式,同時(shí)增加互動(dòng)參與式的培訓(xùn)方法的應(yīng)用,強(qiáng)化師資隊(duì)伍等;評(píng)估階段,強(qiáng)化培訓(xùn)評(píng)估的重要性,注重結(jié)果的反饋與應(yīng)用。本文用系統(tǒng)的觀點(diǎn),在實(shí)證分析的基礎(chǔ)上,基于培訓(xùn)全過(guò)程的角度探討北京市基層公務(wù)員培訓(xùn)中存在的問(wèn)題和有效性不高的原因,最終提出提升北京市基層公務(wù)員培訓(xùn)有效性的思路的對(duì)策。
[Abstract]:An important issue in training is to enhance the effectiveness of training. Effective training for civil servants is to improve the knowledge and skills of civil servants through effective means of training, and apply them to work. Better serve the people. The number of grass-roots civil servants is large, the base is large, and the coverage is wide. Their quality and ability are the direct response of the government's ruling level. The training of grass-roots civil servants is related to the image of the government in the hearts of the masses, but the current training of grass-roots civil servants is not effective. However, the academic research on training is still focused on theory, and the effectiveness of training for civil servants is not much. Therefore, this paper mainly studies the problem of the training effectiveness of Beijing grass-roots civil servants, carries on the data investigation to the Beijing grass-roots civil servant, analyzes its training present situation, finds out the problem in the training process of the Beijing grass-roots civil servant, and puts forward the perfect countermeasure. To provide constructive advice and suggestions for the training of basic level civil servants in Beijing. First of all, this paper comprehensively analyzes the relevant literature and theoretical basis of training effectiveness, and then analyzes the survey data of the training of grass-roots civil servants in Beijing. This paper evaluates the effectiveness of training of grass-roots civil servants in Beijing by using Cor's four-layer model and CIPP model, and finds out the problems. Finally, on the basis of the above research and analysis, It is suggested that the training effectiveness of grass-roots civil servants in Beijing should be improved from the perspective of the whole training process. The specific countermeasures are as follows: in the training preparation stage, the training needs analysis should be done, and the training needs should be analyzed from the three angles of organization, personnel and work. And to strengthen the training of hierarchical classification; In the training implementation stage, we should pay attention to the ability training, reduce the training methods of knowledge infusion, increase the application of interactive and participatory training methods, strengthen the teaching staff and so on. In the evaluation stage, the importance of training evaluation should be strengthened, and the feedback and application of results should be emphasized. On the basis of the empirical analysis, this paper discusses the problems and the reasons why the training of grass-roots civil servants in Beijing is not effective from the point of view of the whole training process. Finally, the paper puts forward some countermeasures to improve the training effectiveness of basic level civil servants in Beijing.
