【摘要】：協(xié)同治理是推進國家治理體系、治理能力現(xiàn)代化和加強國家建設(shè)的重要舉措。區(qū)級政府是城市治理中承上啟下的關(guān)鍵環(huán)節(jié)和層次。在危機治理過程中,強化內(nèi)設(shè)職能部門之間的協(xié)同是優(yōu)化城市治理結(jié)構(gòu)、維持城市和諧穩(wěn)定、促進城市發(fā)展的重要前提。在此意義上,探討危機治理中區(qū)級政府內(nèi)設(shè)職能部門之間協(xié)同的影響因素,并在此基礎(chǔ)上尋求強化協(xié)同對策具有重要意義。通過對山東省五個區(qū)級政府逾兩百個職能部門的調(diào)研,發(fā)現(xiàn)近九成的部門在危機事件發(fā)生時采取過與其他部門協(xié)同應(yīng)對的做法。部門能力、經(jīng)驗以及區(qū)政府內(nèi)設(shè)職能部門之間的制衡程度對部門參與危機事件的協(xié)同治理網(wǎng)絡(luò)的次數(shù)影響顯著。通過理論分析發(fā)現(xiàn),區(qū)級政府內(nèi)設(shè)各職能部門與區(qū)政府之間的關(guān)系、區(qū)級政府內(nèi)設(shè)各職能部門之間的博弈關(guān)系、區(qū)政府內(nèi)設(shè)各職能部門的自身責(zé)任以及與區(qū)政府內(nèi)設(shè)職能部門的行為邏輯構(gòu)成了影響危機治理過程中部門間相互協(xié)同的重要因素。如何減少協(xié)同的調(diào)控成本、提高協(xié)同效率是探討問題的基本前提和目標(biāo)。
[Abstract]:Cooperative governance is an important measure to promote national governance system, modernization of governance capacity and strengthening of national construction. District government is the key link and level of urban governance. In the process of crisis management, it is an important prerequisite for optimizing urban governance structure, maintaining urban harmony and stability, and promoting urban development to strengthen the coordination among internal functional departments. In this sense, it is of great significance to probe into the influencing factors of the coordination among the internal functional departments of the district government in crisis management, and to seek to strengthen the coordinated countermeasures on this basis. Through the investigation of more than 200 functional departments of the five district governments in Shandong Province, it is found that nearly 90% of the departments have taken coordinated measures with other departments when the crisis happened. Departmental capacity, experience, and the degree of checks and balances between the functional departments within the district government have a significant impact on the number of times that departments participate in the collaborative governance network of crisis events. Through the theoretical analysis, it is found that the relationship between each functional department and the district government, the game relationship between the functional departments within the district government, The responsibility of each functional department in the district government and the behavioral logic of the functional department within the district government constitute the important factors that affect the coordination between the departments in the process of crisis management. How to reduce the cost of coordination and improve the efficiency of coordination is the basic premise and goal of discussion.
