我國公共沖突治理范式研究

【摘要】:當(dāng)代社會處于重要的大變遷之中,“經(jīng)濟(jì)體制深刻變革,社會結(jié)構(gòu)深刻變動,利益格局深刻調(diào)整,思想觀念深刻變化”,在這些變遷中,社會產(chǎn)生了各種矛盾糾紛,導(dǎo)致了公共沖突此起彼伏。這些公共沖突事件對社會穩(wěn)定與和諧構(gòu)成了一定的威脅,這需要政府和社會力量共同面對,協(xié)同治理。從現(xiàn)實(shí)來看,政府在公共沖突治理方面并不能總讓人滿意,其對事件發(fā)生機(jī)理和控制都缺乏科學(xué)合理的考慮,僵化地沿用傳統(tǒng)的觀念,導(dǎo)致了沖突治理困境層出不窮。近年來,政府在應(yīng)對公共沖突事件中也積累了不少經(jīng)驗,同時也形成了一些治理的模式,本文將其稱之為公共沖突治理范式,這一部分內(nèi)容將會是文章中非常重要的一部份,其中介紹了三種重要的公共沖突治理范式,并從治理理念、治理結(jié)構(gòu)、治理工具和治理能力四個方面對三種范式進(jìn)行詳細(xì)闡述,分析其運(yùn)作機(jī)理。筆者從公共沖突治理范式形成背景和特點(diǎn)入手,首先介紹了當(dāng)前公共沖突頻發(fā)的社會背景。當(dāng)前特殊的社會背景是公共沖突頻發(fā)的重要原因,公共沖突的頻發(fā)需要對其進(jìn)行治理,于是在長期的治理實(shí)踐中形成了公共沖突治理范式,當(dāng)然也形成了范式獨(dú)有的幾種特點(diǎn)。然后,從指導(dǎo)思想,范式選擇和方法策略三個角度介紹了目前公共沖突治理范式面臨的困境和原因。接下來,通過長期的公共沖突治理實(shí)踐總結(jié)出了幾種典型的消除公共沖突治理范式困境的類型,并進(jìn)行詳細(xì)解析比較,最后提出我國公共沖突治理范式的理想選擇,力圖對我國沖突治理的實(shí)踐提出一些實(shí)用的對策建議。
[Abstract]:The contemporary society is in the midst of important changes, "profound changes in the economic system, profound changes in the social structure, profound adjustment in the pattern of interests, and profound changes in the ideology". In these changes, various contradictions and disputes have arisen in the society. This has led to public conflicts. These public conflict events pose a certain threat to social stability and harmony, which need the government and social forces to face together and manage together. In reality, the government can not always be satisfied with the governance of public conflict. It lacks scientific and reasonable consideration of the mechanism and control of the incident, and rigidly follows the traditional concept, which leads to the emergence of a dilemma of conflict governance in endlessly. In recent years, the government has accumulated a lot of experience in dealing with public conflicts, and has also formed some governance models. This paper calls it the governance paradigm of public conflict, which will be a very important part of the article. This paper introduces three important governance paradigms of public conflict, and expounds the three paradigms in detail from four aspects: governance concept, governance structure, governance tools and governance ability, and analyzes the operating mechanism of the three paradigms. Starting from the background and characteristics of the governance paradigm of public conflict, the author first introduces the social background of frequent public conflict. The special social background is an important reason for the frequent occurrence of public conflict. The frequent occurrence of public conflict needs to be governed, so the governance paradigm of public conflict has been formed in the long-term practice of governance, and of course, it has formed several unique characteristics of the paradigm. Then, from the three angles of guiding ideology, paradigm selection and method strategy, this paper introduces the dilemma and reasons of the current governance paradigm of public conflict. Then, through the long-term practice of public conflict governance, this paper summarizes several typical types of public conflict governance paradigm dilemma, analyzes and compares them in detail, and finally puts forward the ideal choice of public conflict governance paradigm in China. This paper tries to put forward some practical countermeasures and suggestions on the practice of conflict management in China.
