【摘要】：中國正處于全面深化改革的進(jìn)程中,公民的各種利益訴求迅速擴(kuò)大是社會(huì)運(yùn)行過程中的正�，F(xiàn)象。如今,出現(xiàn)了越來越多的熱點(diǎn)事件顯示:網(wǎng)絡(luò)已經(jīng)是一個(gè)重要的溝通交流、維護(hù)自身權(quán)益、以及打擊腐敗的平臺,它是實(shí)現(xiàn)政府和民眾間溝通的平臺,與此同時(shí),在網(wǎng)絡(luò)的發(fā)展下,公民也開始有了更加覺醒的社會(huì)意識。而政府回應(yīng)是一種主要的回應(yīng)形式,在行政學(xué)中是一個(gè)眾人比較關(guān)注的話題。在全球經(jīng)濟(jì)一體化的形勢下,為了與更加民主開放的環(huán)境相適應(yīng),在全面深化改革過程時(shí),我國政府回應(yīng)工作也在理論上有所提升,并通過實(shí)踐,采取各種路徑來提高政府回應(yīng)力。近年來,國內(nèi)外學(xué)者對政府回應(yīng)價(jià)值取向及模式、政務(wù)公開、公共決策機(jī)制等也有比較大的關(guān)注,而且在很多方面都有較多的研究成果,這對于本文的研究工作的開展有較大的借鑒作用。本文嘗試以當(dāng)代中國的一些典型網(wǎng)絡(luò)熱點(diǎn)事件作為研究的切入點(diǎn),結(jié)合政府回應(yīng)理論,就當(dāng)前網(wǎng)絡(luò)熱點(diǎn)事件背景下的我國政府回應(yīng)領(lǐng)域進(jìn)行全方位的分析,為學(xué)術(shù)界更好地思考提供各種有用的材料,并進(jìn)一步促進(jìn)政府回應(yīng)問題的解決。本文除導(dǎo)論和結(jié)語外,主要包括四個(gè)部分:第一部分是相關(guān)理論界定及理論闡釋,包括網(wǎng)絡(luò)熱點(diǎn)事件、網(wǎng)絡(luò)民意以及對政府回應(yīng)的概念進(jìn)行界定,同時(shí)闡述了網(wǎng)絡(luò)民意與政府回應(yīng)之間的邏輯關(guān)聯(lián)以及相關(guān)理論;第二部分對網(wǎng)絡(luò)熱點(diǎn)事件背景下我國政府回應(yīng)的發(fā)展歷程、取得的成績、存在問題以及面臨困境的原因等都進(jìn)行了全方位的分析;第三部分是簡要介紹關(guān)于政府回應(yīng)的國外經(jīng)驗(yàn)借鑒;第四部分是網(wǎng)絡(luò)熱點(diǎn)事件背景下優(yōu)化我國政府回應(yīng)的具體路徑選擇。
[Abstract]:China is in the process of deepening the reform in an all-round way. It is a normal phenomenon in the process of social operation for the citizens' interests to expand rapidly. Today, more and more hot issues have emerged: the Internet has become an important platform for communication and exchange, for safeguarding one's own rights and interests, and for combating corruption. It is a platform for communication between the government and the public, at the same time, Under the development of network, citizens also began to have a more awakened social consciousness. Government response is a major form of response and is a topic of concern in the field of administration. In the context of global economic integration, in order to adapt to a more democratic and open environment, in the process of comprehensively deepening the reform, our government's response has also been improved in theory and through practice. Take various paths to improve the government's responsiveness. In recent years, scholars at home and abroad have paid more attention to the value orientation and mode of government response, the openness of government affairs, the mechanism of public decision-making and so on. It is useful for the research work of this paper. This paper attempts to take some typical network hot events in contemporary China as the starting point of research, combined with the theory of government response, and carries on the omni-directional analysis on the government response field of our country under the background of the current network hot events. Provide useful materials for academia to better think and further promote government response to problems. In addition to the introduction and conclusion, this paper mainly includes four parts: the first part is related theoretical definition and theoretical interpretation, including network hot events, network public opinion and the concept of government response. At the same time, it expounds the logical relation between the network public opinion and the government response and the related theory. The second part has carried on the omni-directional analysis to our country government response under the network hot spot event background the development course, the achievement, the existence question as well as the difficult position reason and so on has carried on the omni-directional analysis; The third part is a brief introduction of the foreign experience of government response, the fourth part is the choice of specific path to optimize the response of our government under the background of network hot events.
