在輸入及輸出之間:中國(guó)媒體的議程設(shè)置功能研究

【摘要】:我國(guó)正處于全面深化改革的關(guān)鍵時(shí)期,面臨著各種各樣的利益和矛盾沖突。雖然社會(huì)問(wèn)題很多,但受政府的資源和能力所限,可以被提上議事日程的事項(xiàng)卻是有限的,這就可能導(dǎo)致政府實(shí)際解決的問(wèn)題與公眾希望政府解決的問(wèn)題之間存在著某種不一致。因此,如何真正將“民之所望”有效地轉(zhuǎn)變?yōu)檎笆┲颉?對(duì)于提升國(guó)家治理水平就非常關(guān)鍵。隨著信息化時(shí)代的到來(lái),科技水平的提高,我國(guó)民主政治發(fā)展程度的提高以及公眾自主意識(shí)的覺(jué)醒,被稱(chēng)作“第四種權(quán)力”的大眾傳媒在政策過(guò)程中的作用日益凸顯,媒體的議程設(shè)置功能已日漸為人們所熟知,它不單是政府對(duì)公眾的“傳聲筒”,而且已逐漸成為民意表達(dá)的一個(gè)途徑,介于政府和公眾之間,促進(jìn)二者的雙向溝通,從而實(shí)現(xiàn)政治-社會(huì)系統(tǒng)環(huán)境框架下輸入和輸出的平衡。如果從靜態(tài)的角度看,這可以被視為國(guó)家治理過(guò)程中媒體議程設(shè)置功能發(fā)揮的一般意義,當(dāng)然也是傳統(tǒng)上的劃分。然而,如果從動(dòng)態(tài)的角度來(lái)看,媒體的議程設(shè)置功能對(duì)國(guó)家治理的作用并不僅僅局限于政治輸入環(huán)節(jié),而且在輸入、輸出與反饋各個(gè)環(huán)節(jié)都發(fā)揮著不可替代的作用。在中國(guó)的政治社會(huì)生活中,媒體不僅能夠表達(dá)民意、提高政治輸入的水平,而且還在政治輸出的過(guò)程中發(fā)揮著政策合法化與宣傳的功能,優(yōu)化政策執(zhí)行的社會(huì)環(huán)境,監(jiān)督和評(píng)估政策實(shí)施中的各種偏差和失誤,以此進(jìn)行政治反饋,推進(jìn)問(wèn)題的及時(shí)解決和民意的有效回應(yīng)。以此認(rèn)識(shí)為基礎(chǔ),本文將政治系統(tǒng)理論與政策過(guò)程理論相結(jié)合,建立了一個(gè)關(guān)于媒體議程設(shè)置功能的動(dòng)態(tài)分析框架,并通過(guò)對(duì)媒體議程設(shè)置功能具體環(huán)節(jié)的分析,結(jié)合相關(guān)案例研究,力圖揭示出中國(guó)媒體在政治生活和國(guó)家治理過(guò)程中的具體作用及機(jī)制。
[Abstract]:Our country is in the key period of comprehensive deepening reform, facing all kinds of interests and conflicts. Although there are many social problems, due to the resources and capacity of the government, there are limited items that can be put on the agenda. This may lead to some inconsistency between the problems the government actually solves and the problems the public wants the government to solve. Therefore, how to effectively transform "what the people want" into "what the government does" is very important to improve the level of national governance. With the arrival of the information age, the improvement of the level of science and technology, the improvement of the degree of democratic political development and the awakening of the consciousness of public autonomy, the role of the mass media called "the fourth kind of power" in the policy process is becoming increasingly prominent. The role of the media in setting the agenda has become increasingly well known. It is not only the "mouthpiece" of the government to the public, but also has gradually become a way of expressing public opinion, between the government and the public, promoting two-way communication between the two. In order to achieve the political-social system environment under the framework of input and output balance. From a static point of view, this can be seen as the general meaning of the media agenda setting function in the process of national governance and, of course, the traditional division. However, from a dynamic point of view, the role of media agenda setting function in national governance is not limited to political input, but also plays an irreplaceable role in input, output and feedback. In China's political and social life, the media can not only express public opinion and improve the level of political input, but also play the role of legalizing and propagating policies in the process of political output, so as to optimize the social environment for policy implementation. To monitor and evaluate all kinds of errors and mistakes in policy implementation so as to carry out political feedback and promote timely solution of problems and effective response of public opinion. Based on this understanding, this paper combines the theory of political system with the theory of policy process, establishes a dynamic analysis framework about the function of media agenda setting, and analyzes the specific links of media agenda setting function. Combined with relevant case studies, this paper tries to reveal the specific role and mechanism of Chinese media in the process of political life and national governance.
