【摘要】：黨的十八屆三中全會提出,要進一步創(chuàng)新社會治理方式,從社會管理逐步走向社會治理,提高社會治理水平,加強社會建設,增強社會活力。在社會治理創(chuàng)新的宏觀背景及時代訴求下,夷陵區(qū)在社會治理過程中不斷探索社會治理新模式,通過劃定網(wǎng)格和搭建政府信息平臺,改善了社會治理方式,但同時也帶來了一定的問題。本文將以網(wǎng)絡化治理的視角進一步探索夷陵區(qū)社會治理中的對策。文章除了緒論,共有三個主體部分組成。首先,對夷陵區(qū)網(wǎng)絡化社會治理的現(xiàn)狀進行了客觀描述及狀況分析,2014年,中華人民共和國民政部將夷陵區(qū)評為“全國社會組織創(chuàng)新示范區(qū)”,社會組織作為社會治理的重要參與主體,夷陵區(qū)在這個方面具備得天獨厚優(yōu)勢,夷陵區(qū)在網(wǎng)絡化社會治理過程中逐漸呈現(xiàn)出結(jié)構(gòu)網(wǎng)格化、重心下移和數(shù)字技術廣泛運用等特點。但是由于傳統(tǒng)體制性問題未被打破,夷陵區(qū)網(wǎng)絡化社會治理出現(xiàn)了困境。第二部分重點分析該區(qū)在網(wǎng)絡化社會治理過程中出現(xiàn)的治理主體單一、整體性治理欠缺、需求與服務不匹配和治理成本過高等困境。最后在分析和借鑒國內(nèi)外網(wǎng)絡化社會治理經(jīng)驗的基礎上,結(jié)合夷陵區(qū)發(fā)展的特點,得出夷陵區(qū)網(wǎng)絡化社會治理發(fā)展策略。本文的創(chuàng)新之處在于在基層社會自治訴求逐漸增強、管理需求呈現(xiàn)動態(tài)化和服務需求多樣化的宏觀背景下,網(wǎng)絡化治理為社會治理提供了一個更廣闊的思路。本文在對夷陵區(qū)的現(xiàn)狀和困境進行分析之后,提出了相應的對策建議,是對該地區(qū)網(wǎng)絡化社會治理創(chuàng)新性探索。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed that we should further innovate the way of social governance, gradually move from social management to social governance, improve the level of social governance, strengthen social construction, and enhance social vitality. Under the macro background of the innovation of social governance and the demands of the times, Yiling district continuously explores the new mode of social governance in the process of social governance, and improves the mode of social governance by delineating the grid and setting up a government information platform. But it also brings some problems. This article will further explore the countermeasures of social governance in Yiling District from the perspective of network governance. In addition to the introduction, the article consists of three main parts. First of all, the present situation of network social governance in Yiling area is described and analyzed objectively. In 2014, the Ministry of Civil Affairs of the people's Republic of China named Yiling District "the National demonstration Zone of Social Organization Innovation". As the main body of social governance, Yiling area has unique advantages in this respect. In the process of network social governance, Yiling area gradually presents the characteristics of structural gridding, the center of gravity shifting down and the wide application of digital technology. But because the traditional system problem has not been broken, the Yiling area network social governance has appeared the predicament. The second part focuses on the analysis of the difficulties such as the unitary governance body, the lack of holistic governance, the mismatch between demand and service, and the high cost of governance. Finally, on the basis of analyzing and drawing lessons from the experience of network social governance at home and abroad, combined with the characteristics of the development of Yiling area, the development strategy of network social governance in Yiling area is obtained. The innovation of this paper lies in the macroscopic background that the demand of grass-roots social autonomy is gradually strengthened, the management demand is dynamic and the service demand is diversified, and the networked governance provides a broader way of thinking for social governance. After analyzing the present situation and predicament of Yiling area, this paper puts forward the corresponding countermeasures and suggestions, which is an innovative exploration of the network social governance in this area.
