【摘要】：中央與地方事權(quán)、財力匹配首先是建立在對事權(quán)界定的基礎(chǔ)之上的。關(guān)于事權(quán)劃分的傳統(tǒng)觀點(diǎn)并不能很好地解釋中國政府間事權(quán)劃分的邏輯。在政治互動視角下,我國的政府間事權(quán)劃分表現(xiàn)為,在單一制政府形式下,中央政府權(quán)衡"治理成本"與"治理風(fēng)險"因素并在"高度關(guān)聯(lián)治理結(jié)構(gòu)"與"行政發(fā)包制"兩種治理模式中做出選擇,隨之進(jìn)行事權(quán)劃分的動態(tài)調(diào)整。通過對改革開放以來我國食品安全監(jiān)管事權(quán)在中央地方間進(jìn)行的多次調(diào)整進(jìn)行分析,可以發(fā)現(xiàn)中央地方事權(quán)劃分的政治互動邏輯,并提出對政府間事權(quán)劃分改革的建議。
[Abstract]:The matching of central and local powers and financial resources is based on the definition of administrative power. The traditional view on the division of administrative power can not explain the logic of the division of power among governments in China. From the perspective of political interaction, the division of governmental power in China is characterized by a single system of government. The central government weighed the factors of "governance cost" and "governance risk" and made a choice between "highly related governance structure" and "administrative contract system". Through the analysis of the adjustment of the food safety supervision power between the central and local governments since the reform and opening up, we can find out the logic of political interaction between the central and local authorities, and put forward some suggestions for the reform of the inter-governmental authority division.
