【摘要】：經(jīng)濟(jì)生活全球化、政治生活民主化、治理方式現(xiàn)代化是當(dāng)今時代發(fā)展中國家面臨的最深刻的行政生態(tài)環(huán)境變遷。同時,這樣深刻的行政生態(tài)變遷也對發(fā)展中國家政府的治理能力提出了新要求,如何使政府的治理能力與時俱進(jìn)、走向現(xiàn)代化成為了各國政界、學(xué)界關(guān)注的焦點(diǎn)。中國,作為一個國情特殊的發(fā)展中超級大國,其政府治理能力不僅是繼續(xù)推進(jìn)社會主義現(xiàn)代化的基本戰(zhàn)略條件,還是中國參與國際競爭的必要戰(zhàn)略資源,更是中國共產(chǎn)黨進(jìn)行執(zhí)政能力建設(shè)的重要戰(zhàn)略領(lǐng)域。本文研究的主題就是在當(dāng)下行政生態(tài)環(huán)境深刻變遷背景下的中國政府治理能力現(xiàn)代化問題。首先,本文對政府治理能力現(xiàn)代化的基本論域進(jìn)行了闡釋,將現(xiàn)代化作為分析前提,明確了政府治理能力的概念、特征,并從制度創(chuàng)新的角度對政府治理能力的結(jié)構(gòu)進(jìn)行了解析,在此基礎(chǔ)上,本文對政府治理能力現(xiàn)代化的內(nèi)涵及應(yīng)然狀態(tài)進(jìn)行了界定和描述。其次,本文從邏輯前提的角度解釋了為何中國政府要提出并且在此時提出治理能力現(xiàn)代化,同時又從合法性獲得、公共服務(wù)改善、政策基礎(chǔ)穩(wěn)固和社會危機(jī)化解等方面解讀了政府治理能力現(xiàn)代化的價值意義。再次,本文從環(huán)境、社會和思想層面分析了當(dāng)代中國政府治理能力現(xiàn)代化的動力,同時又指出因為政府內(nèi)部既得利益群體、非規(guī)則化行政傳統(tǒng)和社會行政化等方面的影響而形成的對中國政府治理能力現(xiàn)代化的阻力。最后,本文結(jié)合當(dāng)前中國政府治理能力現(xiàn)實(shí),從靜態(tài)的結(jié)構(gòu)、動態(tài)的規(guī)范、心態(tài)的價值和生態(tài)的供給四個層面剖析了中國政府治理能力“現(xiàn)有”同“應(yīng)有”之間的差距,并從傳統(tǒng)和現(xiàn)實(shí)兩個角度指出了這種差距產(chǎn)生的原因;針對存在的問題,本文從理念現(xiàn)代化、總量現(xiàn)代化、結(jié)構(gòu)現(xiàn)代化和運(yùn)行現(xiàn)代化四個角度提出了政府治理能力現(xiàn)代化的基本思路。
[Abstract]:Globalization of economic life, democratization of political life and modernization of governance style are the most profound changes of administrative ecological environment faced by developing countries. At the same time, such profound changes of the administrative ecology also put forward new requirements for the governance ability of the governments of developing countries. How to make the governance ability of the government keep pace with the times and move towards modernization has become the focus of attention of the political circles of all countries. As a developing superpower with special national conditions, China's government governance capability is not only a basic strategic condition for continuing to promote socialist modernization, but also a necessary strategic resource for China to participate in international competition. Is the Chinese Communist Party carries on the ruling ability construction important strategic domain. The theme of this paper is the modernization of Chinese government's governance ability under the background of the profound change of the administrative ecological environment. First of all, this paper explains the basic domain of the modernization of government governance ability, takes modernization as the premise of analysis, and clarifies the concept and characteristics of government governance ability. On the basis of analyzing the structure of government's governance ability from the angle of system innovation, this paper defines and describes the connotation and supposed state of the modernization of government's governance ability. Secondly, from the perspective of logical premise, this paper explains why the Chinese government should propose and propose at this time the modernization of governance capacity, and at the same time obtain the legitimacy and improve the public service. The value meaning of the modernization of government governance ability is interpreted in terms of firm policy foundation and social crisis resolution. Thirdly, this paper analyzes the motive force of the modernization of Chinese government's governance ability from the environmental, social and ideological aspects, and points out that because of the vested interest groups within the government, The influence of irregular administrative tradition and social administration on the modernization of Chinese government's governance ability. Finally, this paper analyzes the gap between "existing" and "due" of Chinese government governance ability from four aspects: static structure, dynamic norms, value of mentality and ecological supply. And from the perspective of tradition and reality, this paper points out the causes of this gap, aiming at the existing problems, this article from the concept of modernization, total modernization, This paper puts forward the basic thinking of the modernization of the government's governance ability from four angles of the modernization of structure and operation.
