養(yǎng)老保障政策價值傳導及其影響機制研究——基于湖北省民營企業(yè)的證據(jù)

【摘要】:在對湖北省15家民營企業(yè)調(diào)查的基礎(chǔ)上,構(gòu)建了養(yǎng)老保障政策價值的內(nèi)部傳導及對養(yǎng)老生活支持感的影響機制模型,深入探討了養(yǎng)老保障政策對養(yǎng)老生活的支持作用。實證分析結(jié)果表明,一方面養(yǎng)老保障政策的不同價值特性對養(yǎng)老生活支持感的作用不同,其中適當性與充分性和回應性正向關(guān)聯(lián),共享性對效益性和充分性、公平性和回應性均有積極作用。表明養(yǎng)老公平、繳費合理、服務同質(zhì)是政府、企業(yè)和個人三方的共同責任,同時也需要公平公正、可持續(xù)發(fā)展的養(yǎng)老保障制度確保其有效實現(xiàn)。另一方面養(yǎng)老保障政策的充分性、公平性和回應性對民營企業(yè)職工的養(yǎng)老生活支持感具有顯著的積極作用,在提高民營企業(yè)職工的養(yǎng)老生活支持感上,充分性比效益性作用更顯著,公平性與回應性作用差異不大。表明養(yǎng)老保障在兼顧政策內(nèi)容全面性的基礎(chǔ)上,應重點突出政策目標和關(guān)鍵內(nèi)容,滿足職工主要養(yǎng)老訴求,充分發(fā)揮政策價值的保障作用,著力提升企業(yè)職工的養(yǎng)老生活水平。
[Abstract]:Based on the investigation of 15 private enterprises in Hubei province, this paper constructs the internal transmission of pension policy value and the influence mechanism model on the sense of supporting life for the aged, and probes into the supporting role of pension security policy on the life of the aged. The empirical results show that, on the one hand, the different value characteristics of the old-age security policy have different effects on the sense of supporting life for the aged, in which appropriateness is positively correlated with adequacy and responsiveness, sharing is beneficial and sufficient. Fairness and responsiveness play a positive role. It shows that the pension is fair, the payment is reasonable and the service is homogeneous. It is the responsibility of the government, the enterprise and the individual. At the same time, it also needs the fairness and justice, and the sustainable development of the old-age security system to ensure its effective realization. On the other hand, the adequacy, fairness and responsiveness of the old-age security policy have a significant positive effect on the supporting sense of the old-age life of the private enterprise workers. Adequacy is more significant than benefit, and there is little difference between fairness and responsiveness. It shows that on the basis of giving consideration to the comprehensive content of the policy, the old-age security should focus on the policy objectives and key contents, satisfy the main demands of the staff and workers, give full play to the safeguard role of the policy value, and make great efforts to improve the living standard of the aged workers in enterprises.
