【摘要】：在網(wǎng)絡(luò)信息時(shí)代到來以后,人類的諸多行為方式和習(xí)慣被改變了,這些行為方式和習(xí)慣中當(dāng)然也有人們政治生活的方式。從2003年孫志剛“被收容死亡”案件開始,西安釣魚抓嫖事件、南京天價(jià)煙事件、周正龍“虎照門”、“7·23"動(dòng)車追尾事件,再到2014年余杭“5·10”事件,湖北軍訓(xùn)沖突事件,在短短10年左右時(shí)間里,民眾通過網(wǎng)絡(luò)平臺(tái)已經(jīng)成為諸多社會(huì)性事件的主角。網(wǎng)民——正在成為當(dāng)今中國一支數(shù)量龐大、作用驚人的參與影響中國政治和公共政策的力量。在我國,網(wǎng)絡(luò)參與也正在成為人民群眾表達(dá)民意、參與政治的一種重要途徑。這在一定程度上也改變了傳統(tǒng)上認(rèn)為的公共政策制定過程。那么,本文關(guān)心的問題就是——公共政策在制定過程中是否受到了網(wǎng)絡(luò)參與的影響,受到了什么樣的影響。關(guān)于公眾網(wǎng)絡(luò)參與對(duì)公共政策方面的研究包括多個(gè)不同方面、不同層次的問題,本文研究的側(cè)重點(diǎn)是網(wǎng)絡(luò)參與存在的問題。在這個(gè)問題上,公眾參與是外在表現(xiàn),網(wǎng)絡(luò)技術(shù)是參與平臺(tái),民主政治是實(shí)現(xiàn)目標(biāo)。因此,本文以“民主”為主線和評(píng)判標(biāo)準(zhǔn),首先從對(duì)國內(nèi)外相關(guān)領(lǐng)域的研究出發(fā),運(yùn)用文獻(xiàn)分析的方法對(duì)網(wǎng)絡(luò)政治參與的理論、現(xiàn)實(shí)和技術(shù)三個(gè)基礎(chǔ)進(jìn)行了探究,找到了公眾網(wǎng)絡(luò)參與堅(jiān)實(shí)的理論、現(xiàn)實(shí)及技術(shù)基礎(chǔ)。其次,運(yùn)用案例分析的方法對(duì)兩個(gè)公共政策的出臺(tái)過程進(jìn)行了剖析,發(fā)現(xiàn)在現(xiàn)實(shí)生活中公眾網(wǎng)絡(luò)參與的的確確對(duì)公共政策的制定產(chǎn)生了影響,但同時(shí)也看到在政策制定過程還存在諸多問題。最后,本文從三個(gè)方面分析查找了公民與政府雙方在公民網(wǎng)絡(luò)政治參與的困境,并由此提出了初步的意見建議。與現(xiàn)有研究將主要工作放在了理論研究上不同,本文從實(shí)踐層面展開研究,運(yùn)用案例分析法具體剖析兩個(gè)案例,分析網(wǎng)上意見怎樣進(jìn)入到公共決策中,進(jìn)而總結(jié)當(dāng)前網(wǎng)絡(luò)政治參與所處困境,以此找到對(duì)策出路。此方法的長(zhǎng)處是能較為準(zhǔn)確的展現(xiàn)現(xiàn)實(shí)。但由于分析問題能力欠缺,文章的研究結(jié)果和提出的建議還比較簡(jiǎn)單,這將是本人下一步需要加強(qiáng)的工作。
[Abstract]:After the arrival of the network information age, many behaviors and habits of human beings have been changed, of course, there are also ways of people's political life in these behaviors and habits. From the case of Sun Zhigang's "custody and death" in 2003, the Xi'an fishing and whoring incident, the Nanjing sky-price smoke incident, the Zhou Zhenglong "Tiger Zhao Men", the "7 23" train crash incident, and the 2014 Yuhang "5 10" incident, the Hubei military training conflict incident, In a short time of about 10 years, people through the network platform has become the protagonist of many social events. Internet users are becoming a powerful force in China's political and public policy. In our country, network participation is also becoming an important way for people to express public opinion and participate in politics. To some extent, this has changed what is traditionally believed to be the process of public policy-making. So, the concern of this paper is whether public policy is influenced by network participation in the process of making public policy and what kind of influence. The research on public network participation in public policy includes many different aspects and different levels of problems. The focus of this study is the problems of network participation. On this issue, public participation is the external manifestation, network technology is the participation platform, and democratic politics is the goal. Therefore, this article regards "democracy" as the main line and the judgment standard, starts from the domestic and foreign related domain research, uses the literature analysis method to carry on the research to the network political participation theory, the reality and the technical three foundation has carried on the exploration. Found a solid theoretical, practical and technical basis for public network participation. Secondly, using the method of case study to analyze the process of two public policies, it is found that in real life, the participation of public network really has an impact on the formulation of public policy. But at the same time also see in the policy-making process there are still many problems. Finally, this paper analyzes and finds out the dilemma of citizen and government's political participation in civil network from three aspects, and puts forward some preliminary suggestions. Different from the existing research, this paper starts the research from the practical level, analyzes the two cases by using the case analysis method, and analyzes how the online opinions enter into the public decision-making. Then summarizes the current network of political participation in the dilemma, to find a way out. The advantage of this method is that it can show the reality more accurately. However, due to the lack of the ability to analyze the problem, the research results and suggestions are relatively simple, which will be my next step to strengthen the work.
