【摘要】：在推進(jìn)國(guó)家治理現(xiàn)代化的背景下,本文以社會(huì)資本理論為分析視角,結(jié)合當(dāng)前中國(guó)社會(huì)轉(zhuǎn)型的實(shí)際情況,針對(duì)當(dāng)前我國(guó)國(guó)家治理過程的問題進(jìn)行探討和分析。社會(huì)資本自20世紀(jì)90年代開始就流行于眾多學(xué)科中,學(xué)者們熱衷于用社會(huì)資本概念來解釋社會(huì)中的一些新現(xiàn)象,解決新問題。從國(guó)家治理的背景下去研究社會(huì)資本,試圖充分發(fā)揮社會(huì)資本的工具價(jià)值,為解決當(dāng)前我國(guó)國(guó)家治理過程中存在的問題提供新思路,開辟新路徑。本文一共分為四個(gè)部分。其中的第一部分,主要是關(guān)于國(guó)內(nèi)外社會(huì)治理理論和社會(huì)資本理論研究現(xiàn)狀的梳理,加之對(duì)二者的基本問題進(jìn)行闡述,包括概念明晰、特征甄別等基礎(chǔ)內(nèi)容。第二部分從國(guó)家治理視角下構(gòu)建社會(huì)資本同國(guó)家治理的關(guān)聯(lián),分別從國(guó)家治理的主體多元、運(yùn)行機(jī)制的規(guī)范性、互動(dòng)合作的要求方面探討二者的契合度,將國(guó)家治理現(xiàn)代化,從社會(huì)資本的各項(xiàng)標(biāo)準(zhǔn)加以量化的同時(shí),我們也著墨強(qiáng)調(diào)社會(huì)資本這一元素,在國(guó)家治理現(xiàn)代化中扮演的不可或缺角色。也正是因?yàn)槿绱?我們可以清晰的看到社會(huì)資本的重要性,這種重要性在國(guó)家治理過程中得以彰顯。第三部分是從社會(huì)資本的構(gòu)成要素角度來分析中國(guó)社會(huì)資本當(dāng)前存在的問題,第四部分則是從政治學(xué)的角度,提出改善社會(huì)資本的主要途徑,以促進(jìn)社會(huì)資本的積累,幫助解決國(guó)家治理過程中存在的諸多問題,維護(hù)了政治生態(tài)的穩(wěn)定,支撐了社會(huì)秩序的維系,將國(guó)家政治的現(xiàn)代化進(jìn)程不斷向前穩(wěn)步推進(jìn)。
[Abstract]:Under the background of promoting the modernization of national governance, this paper, from the perspective of social capital theory and the actual situation of social transformation in China, discusses and analyzes the problems in the process of national governance in China. Social capital has been popular in many disciplines since the 1990s. Scholars are keen to explain some new phenomena and solve new problems with the concept of social capital. This paper studies social capital from the background of national governance, tries to give full play to the instrumental value of social capital, and provides new ideas and new paths for solving the problems existing in the process of national governance in our country. This paper is divided into four parts. The first part is mainly about the current research situation of social governance theory and social capital theory at home and abroad, together with the elaboration of the basic problems of the two theories, including concept clarity, feature discrimination and other basic contents. The second part, from the perspective of national governance, constructs the relationship between social capital and national governance, discusses the degree of compatibility of the two from the aspects of the main body of national governance, the standardization of the operational mechanism, and the requirements of mutual cooperation, so as to modernize the governance of the country. While quantifying the standards of social capital, we also emphasize the indispensable role of social capital in the modernization of national governance. Because of this, we can clearly see the importance of social capital in the governance process. The third part is to analyze the current problems of Chinese social capital from the angle of the constituent elements of social capital. The fourth part is to put forward the main ways to improve social capital from the angle of political science in order to promote the accumulation of social capital. It helps to solve many problems existing in the process of national governance, maintains the stability of political ecology, supports the maintenance of social order, and advances the modernization process of national politics steadily.
