【摘要】：正當(dāng)性是政府與社會組織存在和行為運作所依賴的重要資源,而組織的正當(dāng)性建構(gòu)也是兩類主體需要共同回應(yīng)的命題。通過公共事務(wù)領(lǐng)域的合作治理,政府與社會組織之間形成了一種正當(dāng)性"互益"關(guān)系,這成為組織正當(dāng)性建構(gòu)的重要路徑。這種正當(dāng)性"互益"關(guān)系的機理在于,一方面,社會組織參與公共事務(wù)治理提升了政府治理效能,并增進(jìn)了公共行政的民主價值,從而實現(xiàn)了對政府正當(dāng)性的增益;另一方面,政府與社會組織的合作實現(xiàn)了政府向社會組織政治、行政、法律以及社會等多個維度正當(dāng)性的賦權(quán),是政府對社會組織正當(dāng)性的增益。同時,當(dāng)前政府與社會組織間的正當(dāng)性"互益"關(guān)系呈現(xiàn)為一種非對稱性的相互依賴格局,因此建立在平等對話基礎(chǔ)上的合作是深化兩者正當(dāng)性"互益"關(guān)系的重要進(jìn)路。
[Abstract]:Legitimacy is an important resource on which the existence and behavior of government and social organizations depend, and the construction of organization legitimacy is also a proposition that the two kinds of subjects need to respond to. Through cooperative governance in the field of public affairs, a "mutual benefit" relationship between government and social organizations has been formed, which has become an important path to the construction of organizational legitimacy. On the one hand, the participation of social organizations in the governance of public affairs enhances the effectiveness of government governance and enhances the democratic value of public administration, thus realizing the gains to the legitimacy of the government. The cooperation between the government and the social organization realizes the empowerment of the legitimacy of the government to the political, administrative, legal and social dimensions of the social organization, which is the gain of the government to the legitimacy of the social organization. At the same time, the legitimacy "mutual benefit" relationship between government and social organizations is presented as an asymmetric pattern of interdependence, so cooperation based on equal dialogue is an important way to deepen the "mutual benefit" relationship between them.
