【摘要】：政府決策是一項(xiàng)面向社會(huì)公眾甚至面向國際的活動(dòng),在政府決策過程中,某種精英主導(dǎo)或壟斷取向由來已久,在現(xiàn)實(shí)生活中表現(xiàn)明顯。當(dāng)代中國精英壟斷政府決策主要是斷裂社會(huì)的階層固化導(dǎo)致既得利益集團(tuán)能夠在正式機(jī)構(gòu)內(nèi)按非正式程序進(jìn)行變通性運(yùn)作,具有強(qiáng)烈的"內(nèi)輸入"特點(diǎn)。在精英內(nèi)輸入的政府決策模式和凝閉型政策體制的雙重作用下,公眾參與決策過程的形式大于實(shí)質(zhì)。事實(shí)證明,凡是政府具有吸納公眾參與決策過程的主動(dòng)意識(shí)并且引導(dǎo)公眾積極有序有效參與決策過程,往往都能獲得共贏效果。因此,從精英壟斷的現(xiàn)實(shí)情形出發(fā),充分考慮公眾參與的現(xiàn)實(shí)條件,通過規(guī)范的程序構(gòu)建公眾參與渠道,倡導(dǎo)并建立一種精英與公眾共同主導(dǎo)政府決策的俱進(jìn)道路,勢(shì)在必行。
[Abstract]:Government decision-making is an activity facing the public and even the international community. In the process of government decision-making, some elitist dominant or monopolistic orientation has existed for a long time, which is obvious in real life. In the contemporary Chinese elite monopoly government decision-making is mainly because of the formation solidification of the broken society, the vested interest groups can operate flexibly according to the informal procedure in the formal organization, which has the strong characteristic of "internal input". The form of public participation in the decision-making process is greater than the essence under the dual roles of the government decision-making model and the condensed policy system. Facts have proved that all governments have the initiative consciousness to absorb the public to participate in the decision-making process and guide the public to participate in the decision-making process in an orderly and effective manner. Therefore, it is imperative to consider the realistic conditions of public participation, to construct the channels of public participation through standardized procedures, and to advocate and establish a common way for elite and public to lead the government's decision-making from the realistic situation of elite monopoly.
