淄博市政府績(jī)效考評(píng)中的問(wèn)題及對(duì)策研究

【摘要】:政府績(jī)效考評(píng)是非常有效的政府管理手段,對(duì)提高政府績(jī)效、改善政府形象具有非常重要的作用。近年來(lái),很多地方政府開(kāi)始將績(jī)效評(píng)估的理念應(yīng)用到政府管理中,取得了良好的成效,但總體而言,處于探索階段的我國(guó)地方政府績(jī)效考評(píng)還有諸多亟待解決的問(wèn)題。因此,在借鑒國(guó)內(nèi)外績(jī)效考評(píng)理論和總結(jié)自身實(shí)踐的基礎(chǔ)上建立科學(xué)有效且符合本地實(shí)情的政府績(jī)效考評(píng)體系顯得尤為必要。通過(guò)近幾年的積極參與,筆者深刻感受到淄博市的政府績(jī)效考評(píng)工作取得了很大成績(jī),但受主客觀條件的限制,還有很多不完善的地方,制約了績(jī)效考評(píng)導(dǎo)向作用的發(fā)揮。如何使政府績(jī)效考評(píng)工作與淄博市的經(jīng)濟(jì)社會(huì)發(fā)展水平相適應(yīng),與轉(zhuǎn)變政府職能相銜接,是擺在淄博市政府面前的一道難題。因此,本文的研究具有很重要的理論價(jià)值和現(xiàn)實(shí)意義。本文以淄博市為例,通過(guò)文獻(xiàn)研究法、調(diào)查研究法等相結(jié)合的研究方法,對(duì)地方政府績(jī)效考評(píng)工作進(jìn)行研究,分析了開(kāi)展政府績(jī)效考評(píng)的意義,介紹了淄博市政府績(jī)效考評(píng)工作的發(fā)展歷程、現(xiàn)狀、取得的成績(jī),著重指出了淄博市績(jī)效考評(píng)工作中存在問(wèn)題的原因,包括傳統(tǒng)觀念和價(jià)值取向的因素、績(jī)效考評(píng)本身的難度、薄弱的民主環(huán)境以及制度上的因素等。并在此基礎(chǔ)上,提出了完善淄博市政府績(jī)效考評(píng)工作的對(duì)策建議。包括樹(shù)立正確的理念;從遵循指標(biāo)設(shè)計(jì)的基本原則、合理確定各層次指標(biāo)的權(quán)重、確定績(jī)效考評(píng)的標(biāo)準(zhǔn)、明確計(jì)分方法四方面完善政府績(jī)效考評(píng)指標(biāo)體系;構(gòu)建多元化的績(jī)效考評(píng)主體;加強(qiáng)績(jī)效考評(píng)信息化建設(shè);完善政府績(jī)效考評(píng)制度等。
[Abstract]:Government performance evaluation is a very effective means of government management, which plays a very important role in improving government performance and improving government image. In recent years, many local governments began to apply the concept of performance evaluation to government management, and achieved good results. However, in general, there are still many problems to be solved urgently. Therefore, it is particularly necessary to establish a scientific and effective government performance evaluation system based on the theory of performance appraisal at home and abroad and on the basis of summing up its own practice. Through active participation in recent years, the author deeply feels that the government performance evaluation of Zibo City has made great achievements, but limited by subjective and objective conditions, there are still many imperfections, which restrict the performance evaluation guidance. How to make the government performance appraisal work adapt to the level of economic and social development of Zibo City and link up with the transformation of government functions is a difficult problem in front of Zibo Municipal Government. Therefore, the research of this paper has very important theoretical value and practical significance. This paper takes Zibo City as an example, through the research methods of literature research, investigation research and so on, carries on the research to the local government performance appraisal work, analyzes the significance of carrying out the government performance appraisal. This paper introduces the development course, present situation and achievements of the performance appraisal work of Zibo municipal government, and emphatically points out the causes of the problems existing in the performance appraisal work of Zibo city, including the factors of traditional concept and value orientation, the difficulty of the performance appraisal itself, etc. Weak democratic environment and institutional factors. On this basis, the paper puts forward the countermeasures and suggestions to perfect the performance evaluation of Zibo municipal government. It includes setting up the correct idea, following the basic principle of index design, reasonably determining the weight of each level index, determining the standard of performance appraisal, defining the scoring method and perfecting the government performance appraisal index system in four aspects; To construct a diversified subject of performance appraisal; to strengthen the information construction of performance appraisal; to perfect the system of government performance evaluation and so on.
