【摘要】：社會(huì)主義市場經(jīng)濟(jì)蓬勃發(fā)展的過程中,我國城市人口占全國人口的比重不斷升高,城市化程度明顯提高,城市變得越來越智能、越來越科技。如何提高城市管理水平,保持城市可持續(xù)發(fā)展成為迫切需求。在此背景下,“公眾信息數(shù)字化城市管理系統(tǒng)”,簡稱“數(shù)字城管”應(yīng)運(yùn)而生�！皵�(shù)字城管”是依托現(xiàn)代信息技術(shù)的一種高效能城市管理方式,以建設(shè)監(jiān)督中心、指揮中心、監(jiān)督員和協(xié)管員隊(duì)伍等為主要內(nèi)容,幫助建立“分工明確、迅速處置、運(yùn)行流暢、責(zé)任落實(shí)到具體”的城市管理體系,從而有效改善城市環(huán)境,為社會(huì)公眾創(chuàng)造一個(gè)優(yōu)美、現(xiàn)代、和諧的城市環(huán)境。本項(xiàng)目根據(jù)建設(shè)部《數(shù)字化城市管理信息系統(tǒng)建設(shè)技術(shù)指南》,利用城市單元網(wǎng)格管理法、城市部件事件管理法、采集技術(shù)、工作流、GIS技術(shù)、全球眼技術(shù)作為基本的技術(shù)和方法,構(gòu)建基礎(chǔ)平臺(tái)以及拓展運(yùn)用子系統(tǒng),基礎(chǔ)平臺(tái)層為整個(gè)系統(tǒng)的底層,該平臺(tái)為本系統(tǒng)的運(yùn)行提供了所需要的硬件設(shè)施和軟件設(shè)備。在數(shù)據(jù)資源層中,則涵蓋了本系統(tǒng)的全部基礎(chǔ)數(shù)據(jù)庫。本系統(tǒng)運(yùn)行支撐的關(guān)鍵為業(yè)務(wù)支撐層,本數(shù)字化城市管理系統(tǒng)的業(yè)務(wù)應(yīng)用系統(tǒng)的主要功能由應(yīng)用系統(tǒng)層來實(shí)現(xiàn),本系統(tǒng)面監(jiān)督中心、綜合部門、各級(jí)部門和相關(guān)領(lǐng)導(dǎo),并提供一定的社會(huì)公共服務(wù)。
[Abstract]:In the process of the vigorous development of socialist market economy, the proportion of urban population in the whole country is increasing, the degree of urbanization is improving obviously, the city becomes more and more intelligent and more scientific and technological. How to improve the level of urban management and maintain the sustainable development of the city has become an urgent need. In this context, "Public Information Digital City Management system", referred to as "Digital Urban Management" came into being. "Digital Urban Management" is a high-efficiency urban management mode relying on modern information technology. It takes the construction of supervision center, command center, supervisor and warden team as the main contents to help establish a "clear division of labor, rapid disposal and smooth operation." The responsibility is put into practice in the concrete urban management system, so as to effectively improve the urban environment and create a beautiful, modern and harmonious urban environment for the public. According to the Ministry of Construction's Technical Guide for the Construction of Digital Urban Management Information system, this project uses the urban cell grid management method, the urban component event management method, the collection technology, the workflow GIS technology and the global eye technology as the basic technologies and methods. The basic platform layer is the bottom of the whole system. The platform provides the necessary hardware and software equipment for the operation of the system. In the data resource layer, it covers all the basic databases of the system. The key to the operation support of the system is the business support layer, the main functions of the business application system of the digital city management system are realized by the application system layer, the supervision center of the system, the comprehensive department, the departments at all levels and the relevant leaders, And provide certain social and public services.
