【摘要】：互聯(lián)網(wǎng)時(shí)代的不斷推進(jìn),加快了政府門戶網(wǎng)站的建設(shè)步伐,從傳統(tǒng)的單方面發(fā)布信息向在線交流互動(dòng),實(shí)時(shí)處理政務(wù)的方向不斷轉(zhuǎn)變,不斷擴(kuò)充著“網(wǎng)絡(luò)問政”的內(nèi)涵和方式。在新公共服務(wù)理論的指導(dǎo)下,政府職能從管理到服務(wù)的逐步改變,更注重社會(huì)公共利益和滿足。而對(duì)政府與民眾之間的交互程度進(jìn)行有效地評(píng)價(jià),能夠幫助政府了解到民眾對(duì)交互過程和結(jié)果的態(tài)度,更好地促進(jìn)政府服務(wù)質(zhì)量的提升和電子政務(wù)的發(fā)展。本文詳細(xì)的回顧了新公共服務(wù)理論的產(chǎn)生及演變過程,結(jié)合我國(guó)政府職能轉(zhuǎn)型的現(xiàn)狀,分析了我國(guó)電子政務(wù)的發(fā)展情況,根據(jù)交互性的概念內(nèi)涵,參照電子政務(wù)四階段模型中的評(píng)價(jià)維度,構(gòu)建出了電子政務(wù)背景下適應(yīng)政府門戶網(wǎng)站的交互性評(píng)價(jià)體系,從“信息發(fā)布、互動(dòng)交流、整合關(guān)聯(lián)”三個(gè)方面較為全面的評(píng)價(jià)了政府門戶網(wǎng)站政民交互性的情況,并通過管理學(xué)實(shí)驗(yàn)的方式,對(duì)抽選出的研究樣本進(jìn)行了實(shí)驗(yàn)分析,證明了該評(píng)價(jià)體系的可實(shí)踐性和可靠性。同時(shí)發(fā)現(xiàn)存在著交互功能不夠完善,政府部門之間缺乏充分溝通等問題,并據(jù)此提出了相關(guān)的建議。由此希望可以給政府門戶網(wǎng)站的建設(shè)情況提供真實(shí)有效地評(píng)判依據(jù),為其進(jìn)一步的改善和充分發(fā)揮交互功能提供有力的支撐。通過理論分析和實(shí)驗(yàn)表明,政民互動(dòng)程度的評(píng)價(jià)指標(biāo)體系,在政府門戶網(wǎng)站的條件下是可行可信的;為政府提升服務(wù)質(zhì)量,改善與民眾交流互動(dòng)的方式有一定的啟示和幫助。但受種種因素的制約和條件的限制,加之作者本身水平有限,研究不可避免存在諸多不足,在未來的深入研究中將盡量予以彌補(bǔ)和完善,讓政民交互度的評(píng)價(jià)指標(biāo)體系能夠更加符合政府門戶網(wǎng)站的特點(diǎn),更加全面和科學(xué)。文章如有不足之處敬請(qǐng)批評(píng)指正。
[Abstract]:With the development of the Internet era, the construction of government portal websites has been accelerated, from the traditional unilateral release of information to online communication and interaction, the direction of real-time government affairs is constantly changing, and the connotation and method of "network asking for political affairs" is constantly expanded. Under the guidance of the new public service theory, the government function changes gradually from management to service and pays more attention to social public interest and satisfaction. The effective evaluation of the interaction degree between the government and the public can help the government to understand the attitude of the public to the interactive process and result, and to promote the improvement of the quality of government service and the development of e-government. This paper reviews the emergence and evolution of the new public service theory in detail, and analyzes the development of e-government in our country according to the concept connotation of interactivity, combining with the current situation of government function transformation in our country. Referring to the evaluation dimension in the four-stage model of e-government, this paper constructs an interactive evaluation system for government portals in the context of e-government, which includes: "Information release, interactive communication," Integration of relevance "three aspects of a more comprehensive evaluation of the government portal government and people interaction, and through the management experiment, the selected research samples for experimental analysis, The practicability and reliability of the evaluation system are proved. At the same time, it is found that the interaction function is not perfect and the communication between the government departments is not enough. Based on this, some suggestions are put forward. Therefore, it is hoped that it can provide a true and effective basis for the construction of government portals, and provide a strong support for its further improvement and full play of interactive functions. The theoretical analysis and experiments show that the evaluation index system of the degree of interaction between the government and the people is feasible and credible under the condition of the government portal, and it has some enlightenment and help for the government to improve the quality of service and the way of communication and interaction with the public. However, due to the constraints and conditions of various factors and the limited level of the author himself, there are inevitably many deficiencies in the study, which will be made up for and perfected in the future in-depth research. The evaluation index system of the degree of interaction between government and people can be more in line with the characteristics of government portal, more comprehensive and scientific.
