市場經(jīng)濟條件下中國共產(chǎn)黨對經(jīng)濟工作領(lǐng)導(dǎo)的研究

【摘要】:政府與市場的關(guān)系一般都經(jīng)歷著政府由弱到強的一個過程,進(jìn)而在經(jīng)濟發(fā)展的過程中,政府與市場形成此消彼長、相輔相成的關(guān)系。而我國政府與市場的關(guān)系一直是政府主導(dǎo)推進(jìn)的過程,這是由歷史賦予中國共產(chǎn)黨特殊的地位決定的。黨的十八屆三中全會提出:“經(jīng)濟體制改革是全面深化改革的重點,核心問題是處理好政府和市場的關(guān)系,使市場在資源配置中起決定性作用和更好發(fā)揮政府作用。”這為進(jìn)一步處理好政府和市場的關(guān)系確定了方向,奠定了“強政府、強市場”的關(guān)系格局。隱藏于此關(guān)系格局背后的政黨角色在經(jīng)濟發(fā)展中起著巨大的作用。中國共產(chǎn)黨在社會經(jīng)濟政治發(fā)展很不均衡的落后國家領(lǐng)導(dǎo)人民群眾進(jìn)行經(jīng)濟建設(shè)取得了歷史性的成就,特別是在十一屆三中全會以來,我國的經(jīng)濟進(jìn)入了快速發(fā)展時期。在這一進(jìn)程中,黨領(lǐng)導(dǎo)經(jīng)濟工作的理論日趨完善。加強黨對經(jīng)濟工作的領(lǐng)導(dǎo),全面提高黨領(lǐng)導(dǎo)經(jīng)濟工作水平,這是由中國共產(chǎn)黨的執(zhí)政地位所決定的,是黨的基本路線方針?biāo)蟮?也是地方黨委的重要職能。隨著復(fù)雜多變的國際國內(nèi)經(jīng)濟環(huán)境的變化,加強黨對經(jīng)濟工作的領(lǐng)導(dǎo)是一個與時俱進(jìn)的時代選擇,這也是黨的執(zhí)政地位得以鞏固、執(zhí)政能力得以提高的必然要求。一般來講,任何政黨想要取得或者維護自身的執(zhí)政地位,都必須重視對經(jīng)濟資源的開發(fā),促進(jìn)經(jīng)濟的發(fā)展。然而,我國疆土遼闊,人口基數(shù)大,東中西部經(jīng)濟發(fā)展不均衡,各地情況截然不同。這使得加強黨對經(jīng)濟工作的領(lǐng)導(dǎo),不僅僅只要靠黨中央的頂層設(shè)計和政策領(lǐng)導(dǎo),更需要各縣級地方黨委提高領(lǐng)導(dǎo)具體化經(jīng)濟工作的實踐水平,將科學(xué)的理論經(jīng)濟政策與各地的實際情況相結(jié)合,不斷提升當(dāng)?shù)厣鐣纳a(chǎn)力,為實現(xiàn)全面建成小康社會打下堅實的物質(zhì)基礎(chǔ)。特別的是,市界于省、縣之間,位于城鄉(xiāng)結(jié)合的點上,所以市級地方黨委面臨的經(jīng)濟工作矛盾情況比較復(fù)雜,加強對經(jīng)濟工作的領(lǐng)導(dǎo)、提高領(lǐng)導(dǎo)經(jīng)濟工作的水平的任務(wù)比較艱巨。如何在“三期疊加”的經(jīng)濟環(huán)境中領(lǐng)導(dǎo)當(dāng)?shù)亟?jīng)濟工作不斷向前發(fā)展,是擺在市級地方黨委面前的一個嚴(yán)峻的問題。本文以河南省駐馬店市黨委為研究樣本進(jìn)行實證研究,試圖將駐馬店市在實踐中出現(xiàn)的新問題、新情況作為研究的邏輯起點,對駐馬店市黨委的具體經(jīng)驗進(jìn)行總結(jié),探尋新形勢下市級黨委對經(jīng)濟工作領(lǐng)導(dǎo)方面的共性特征和發(fā)展策略,以期對全國各級地方黨委駕馭經(jīng)濟工作的能力得到增強提供理論的回應(yīng)和現(xiàn)實的指導(dǎo)。
[Abstract]:The relationship between the government and the market generally goes through a process of government from weak to strong, and then in the process of economic development, the relationship between government and market increases and goes hand in hand. The relationship between the government and the market is always the process of government leading and advancing, which is determined by the special status given by history to the Communist Party of China. The third Plenary session of the 18th CPC Central Committee put forward: "the reform of the economic system is the focus of the overall deepening of the reform, the core issue is to handle the relationship between the government and the market, so that the market can play a decisive role in the allocation of resources and give better play to the role of the government." This has determined the direction for further dealing with the relationship between government and market, and established the relationship pattern of "strong government and strong market". The role of political parties hidden behind this relationship pattern plays a great role in economic development. The Communist Party of China (CPC) has made historic achievements in the economic construction of the people in backward countries with uneven socio-economic and political development. Especially since the third Plenary session of the 11th CPC Central Committee, China's economy has entered a period of rapid development. In this process, the theory of economic work led by the Party is becoming more and more perfect. The strengthening of the Party's leadership over economic work and the overall improvement of the Party's leading economic work are determined by the ruling position of the CPC, which is required by the Party's basic line and principle, and is also an important function of the local party committees. With the changes of the complicated international and domestic economic environment, strengthening the Party's leadership in economic work is an epoch choice that keeps pace with the times, which is also the inevitable requirement for the consolidation of the ruling position of the Party and the improvement of its governing ability. Generally speaking, if any political party wants to obtain or maintain its ruling position, it must attach importance to the development of economic resources and promote economic development. However, China has a vast territory, a large population base and uneven economic development in the east, west and west. This has made it necessary not only to rely on the top-level design and policy leadership of the Party Central Committee to strengthen the Party's leadership over economic work, but also to improve the practical level of concrete economic work by local party committees at the county level. By combining the scientific theory and economic policy with the actual situation in various places, the productive forces of the local society will be continuously promoted, and a solid material foundation will be laid for the realization of a well-off society in an all-round way. In particular, the municipal boundaries lie between the provinces and counties, and are located at the point where urban and rural areas are combined. Therefore, the contradictions in economic work faced by municipal local party committees are quite complex and the leadership over economic work should be strengthened. The task of improving the level of leading economic work is relatively arduous. How to lead the development of local economic work in the economic environment of "three phases superposition" is a serious problem in front of the municipal local party committee. In this paper, the party committee of Zhumadian city in Henan province is taken as the research sample to carry on the empirical research, trying to take the new problems and the new situation in practice as the logical starting point of the research, and summarize the concrete experience of the party committee of Zhumadian city. This paper explores the common characteristics and development strategies of municipal party committees in leading economic work under the new situation in order to provide a theoretical response and practical guidance for strengthening the ability of local party committees at all levels to control economic work.
