【摘要】：大國(guó)治理面臨巨量的治理負(fù)荷。官民關(guān)系是理解國(guó)家治理的重要主線,解決社會(huì)問(wèn)題的過(guò)程是官民博弈的過(guò)程,是考察國(guó)家治理的重要切入點(diǎn)�！按笫禄　焙汀靶∈禄恕笔侵袊�(guó)社會(huì)問(wèn)題解決的兩種共生的邏輯,其中政府及其官員根據(jù)“大事化小”策略來(lái)應(yīng)對(duì)社會(huì)問(wèn)題的壓力和挑戰(zhàn),避免監(jiān)督和問(wèn)責(zé),社會(huì)民眾則根據(jù)“小事鬧大”的邏輯來(lái)進(jìn)行利益表達(dá),以獲得解決問(wèn)題的機(jī)會(huì)�！按笫禄　焙汀靶∈卖[大”意味著官與民相互提供虛假信息,爭(zhēng)奪社會(huì)問(wèn)題的定義權(quán),帶來(lái)了信息扭曲的惡性循環(huán)。這既加劇了官民之間的不信任,也導(dǎo)致了國(guó)家治理的不確定性,提高了問(wèn)題解決的社會(huì)成本。
[Abstract]:Big country administration faces huge amount of management load. The relationship between the officials and the people is an important thread in understanding the governance of the country, and the process of solving the social problems is the process of the game between the officials and the people, which is an important starting point to investigate the governance of the country. "small" and "minor" are two kinds of symbiotic logic for solving social problems in China, in which the government and its officials respond to the pressures and challenges of social problems according to the strategy of "making things small" and avoid supervision and accountability. The social masses express their interests according to the logic of "making a big deal" in order to get a chance to solve the problem. "making things small" and "making a big deal of trifles" means that officials and people provide false information to each other, fight for the right to define social problems, and bring a vicious circle of information distortion. This not only intensifies the distrust between the government and the people, but also leads to the uncertainty of state governance and raises the social cost of problem solving.
