慈善組織公眾募款影響因素研究

【摘要】:從汶川地震開始,越來越多人關(guān)注到中國的慈善事業(yè),2008年也因此也被稱為中國慈善元年。慈善是國家社會保障的重要補(bǔ)充部分,對于縮小貧富差距、緩解社會矛盾、傳播善念、啟發(fā)善心、創(chuàng)造綠色GDP有著不可替代的作用。 近些年來,隨著我國慈善的快速發(fā)展,慈善行業(yè)也逐步暴露出了一些阻礙其發(fā)展的問題,如慈善立法不健全、慈善組織管理不規(guī)范、慈善組織公信力不高、善款不足等。在這些問題中,善款不足成為制約各慈善組織發(fā)展的首要問題。資金是每一個慈善組織的血液,沒有資金,慈善組織將無法正常的運作下去。 慈善組織的資金主要來自三個方面:企業(yè)、政府和公眾。目前,公眾募款在我國慈善組織中沒有被給予足夠的重視。很多機(jī)構(gòu)不愿意做公眾募款是因為他們?nèi)狈ψ龉娔伎畹慕?jīng)驗,認(rèn)為做公眾募款需要花費很多的人力、物力,然而短期成果卻往往并不明顯。筆者認(rèn)為,公眾募款是將來慈善組織的募款趨勢。首先,近些年網(wǎng)絡(luò)募款平臺大量涌現(xiàn),如微公益、支付寶公益平臺、騰訊樂捐、51give等等,,這些網(wǎng)絡(luò)募款平臺均為面向公眾籌款。其次,慈善組織的使命不止是幫助弱勢,更重要的是要傳播善念、啟發(fā)善心,所以必須要做公眾募款。另外,個人捐贈所占的比重高低是衡量一個慈善組織、衡量一個國家慈善事業(yè)發(fā)展的重要標(biāo)準(zhǔn)。 我國目前公眾捐贈總量較低、公眾募款效果欠佳。筆者認(rèn)為對公眾募款影響因素加以分析研究有助于更好地開展公眾募款工作。 本文通過閱讀大量現(xiàn)有文獻(xiàn),在前人研究的基礎(chǔ)上,對公眾募款影響因素進(jìn)行分類整理。在理論研究基礎(chǔ)上,筆者對100家慈善機(jī)構(gòu)進(jìn)行訪談,并對中華少年兒童慈善救助基金會(以下簡稱中華兒慈會)的公眾募款進(jìn)行了深入研究。希望本文能夠?qū)Υ壬平M織開展公眾募款提供參考。
[Abstract]:Since the Wenchuan earthquake, more and more people pay attention to China's philanthropy, so 2008 is also known as the first year of charity in China. Charity is an important supplementary part of national social security, which has an irreplaceable role in narrowing the gap between rich and poor, alleviating social contradictions, spreading good thoughts, enlightening good hearts and creating green GDP. In recent years, with the rapid development of charity in our country, the charity industry has gradually exposed some problems that hinder its development, such as imperfect charitable legislation, non-standard management of charitable organizations, low credibility of charitable organizations, insufficient funds and so on. Among these problems, the shortage of charity funds has become the most important problem restricting the development of charitable organizations. Money is the blood of every charity, without which it will not function properly. There are three main sources of funding for charitable organizations: business, government and the public. At present, public fundraising has not been given enough attention in charitable organizations in our country. Many organizations are reluctant to do public fundraising because they lack the experience of doing public fundraising, arguing that it takes a lot of manpower and material resources, but the short-term results are often not obvious. The author believes that public fundraising is the trend of charitable organizations in the future. First, in recent years, there have been a large number of online fundraising platforms, such as micro-public welfare, Alipay public welfare platform, Tencent to donate 51give and so on. Second, charity's mission is not only to help the weak, but also to spread and inspire the good, so it is necessary to raise funds from the public. In addition, the proportion of individual donation is an important standard to measure a charitable organization and the development of a country's philanthropy. At present, the total amount of public donations in China is low, and the public fundraising effect is poor. The author thinks that analyzing the influencing factors of public fundraising is helpful to carry out public fundraising better. Based on the previous studies, this paper classifies the influencing factors of public fundraising by reading a large number of existing documents. On the basis of theoretical research, the author conducted interviews with 100 charitable organizations and made an in-depth study on the public fundraising of the Chinese Children's Charitable Relief Foundation (hereinafter referred to as the Chinese Children's Mercy Society). I hope this article can provide a reference for charitable organizations to carry out public fundraising.
