【摘要】：公共政策的執(zhí)行梗阻是困擾中國政府的長期難題。對于問題成因,學(xué)術(shù)界已經(jīng)有了較充分的討論,但現(xiàn)有文獻(xiàn)很少注意中國情境的影響。通過識別"壓力型體制"和"集體主義文化"這兩種中國情境,本文分析了中國政策執(zhí)行過程與西方經(jīng)典理論假說的差異;通過分析Z市共建園政策案例的實踐證據(jù),本文對基于西方文化的模糊沖突模型進(jìn)行了修正,同時識別了3種可以用于解決中國政策執(zhí)行問題的手段。
[Abstract]:Obstruction of the implementation of public policies is a long-term problem for the Chinese government. The causes of the problem have been fully discussed in academic circles, but little attention has been paid to the influence of Chinese context in the existing literature. By identifying the two Chinese situations of "pressure system" and "collectivism culture", this paper analyzes the differences between the process of Chinese policy implementation and the hypothesis of western classical theory, and analyzes the practical evidence of the case of Z city co-construction policy. This paper modifies the fuzzy conflict model based on western culture and identifies three methods that can be used to solve the problem of policy implementation in China.
