【摘要】：新疆公益性崗位政策是政府根據(jù)新疆實(shí)際情況推出的一項(xiàng)政策,公益性崗位對社會的穩(wěn)定發(fā)展、促進(jìn)就業(yè)、緩解就業(yè)壓力具有重要作用。隨著十二五規(guī)劃的完成,新疆公益性崗位呈現(xiàn)一個平穩(wěn)發(fā)展的趨勢,崗位開發(fā)數(shù)量已經(jīng)趨于飽和,在崗人員出口問題需要解決,實(shí)現(xiàn)人員轉(zhuǎn)崗就業(yè),是現(xiàn)階段新疆發(fā)展必須面臨的問題之一。但是,新疆公益性崗位的發(fā)展,不僅受其特殊地理位置的影響,也受到制度、資金、人員素質(zhì)等自身發(fā)展的影響,新疆當(dāng)前的公益性崗位人員轉(zhuǎn)崗就業(yè)問題更需要解決。首先本文對國內(nèi)外就業(yè)政策及情況、公益性崗位等相關(guān)研究進(jìn)行綜述,通過查閱文獻(xiàn)和書籍對公益性崗位相關(guān)的概念和理論進(jìn)行界定和闡釋;其次,通過運(yùn)用統(tǒng)計(jì)分析方法,分析了新疆公益性崗位的管理機(jī)制、轉(zhuǎn)崗就業(yè)培訓(xùn)和轉(zhuǎn)崗就業(yè)觀念等變化,總結(jié)了人員轉(zhuǎn)崗就業(yè)的現(xiàn)狀和成效。再次,針對當(dāng)前新疆在公益性崗位人員轉(zhuǎn)崗就業(yè)存在的問題、就業(yè)政策、法律規(guī)范等制約因素,分析了新疆公益性崗位的基本現(xiàn)狀,提出了完善公益性崗位相關(guān)制度,突出政府作用,改善轉(zhuǎn)崗人員的就業(yè)觀念,加強(qiáng)轉(zhuǎn)崗就業(yè)人員的培訓(xùn),突出轉(zhuǎn)崗就業(yè)人員的加入事業(yè)編的優(yōu)勢等一系列可行性的措施及構(gòu)想,對更好地解決新疆公益性崗位人員轉(zhuǎn)崗就業(yè)問題提供建設(shè)性的意見。
[Abstract]:The public welfare post policy of Xinjiang is a policy put forward by the government according to the actual situation in Xinjiang. Public welfare post plays an important role in the stable development of society, promoting employment and relieving employment pressure. With the completion of the 12th Five-Year Plan, the public welfare posts in Xinjiang have shown a steady development trend, the number of post development has become saturated, the problem of the export of in-service personnel needs to be solved, and the transfer of personnel to employment is realized. Is the present stage Xinjiang development must face one of the problems. However, the development of public welfare posts in Xinjiang is affected not only by its special geographical location, but also by the system, funds, personnel quality and so on. First of all, this paper summarizes the domestic and foreign employment policy and situation, public welfare posts and other related research, through consulting literature and books to define and explain the concepts and theories related to public welfare posts; secondly, through the use of statistical analysis method, This paper analyzes on the changes of the management mechanism of the public welfare posts in Xinjiang, the training for the transfer of posts and the concept of the transfer of jobs, and summarizes the present situation and results of the transfer of personnel to the posts. Thirdly, in view of the existing problems, employment policies, legal norms and other restrictive factors in Xinjiang, this paper analyzes the basic status quo of public welfare posts in Xinjiang, and puts forward to improve the relevant system of public welfare posts. A series of feasible measures and ideas, such as highlighting the role of the government, improving the concept of employment of the transferred workers, strengthening the training of the employed personnel, and highlighting the advantages of joining the career organization of the former, To better solve the problem of Xinjiang public welfare post transfer to post employment to provide constructive advice.
