【摘要】：通過主觀態(tài)度調(diào)查的方式了解公眾對(duì)政府的清廉感知,進(jìn)而采取相應(yīng)的政策措施,是廉政領(lǐng)域的普遍做法。2015年度全國(guó)廉情調(diào)查的數(shù)據(jù)顯示,公眾對(duì)不同層級(jí)政府的清廉感知存在著差序格局。采用多層線性模型分析發(fā)現(xiàn):隨著地方經(jīng)濟(jì)發(fā)展水平的提高,公眾傾向于認(rèn)為地方比中央更清廉;公眾的腐敗容忍度越高,越傾向于認(rèn)為地方比中央更清廉;腐敗信息來源主要為官方報(bào)道的公眾傾向于認(rèn)為地方比中央更清廉,而腐敗信息來源主要為小道消息和有過直接腐敗經(jīng)歷的公眾,其態(tài)度則相反;腐敗案件的曝光會(huì)導(dǎo)致公眾出現(xiàn)對(duì)中央清廉感知的負(fù)面評(píng)價(jià)。這些發(fā)現(xiàn)可以提供全面、多元的信息,推動(dòng)未來的反腐敗工作建立在更加科學(xué)、精準(zhǔn)、有效的基礎(chǔ)上。
[Abstract]:Understanding the public's perception of government integrity through subjective attitude surveys, and then adopting corresponding policy measures, is the general practice in the field of clean government. The data from the 2015 National Integrity Survey show that There is a different order pattern of the public's perception of the incorruptibility of different levels of government. With the development of local economy, the public tend to think that the local government is more clean than the central government, the higher the tolerance of corruption is, the more the public tends to think that the local government is more clean than the central government. The corrupt information mainly comes from the official report of the public tends to think that the local government is more clean than the central government, while the corrupt information source mainly comes from the public who has had direct corruption experience, but their attitude is opposite; The exposure of corruption cases can lead to negative public opinion of the central sense of integrity. These findings can provide comprehensive, diverse information to drive future anti-corruption efforts on a more scientific, accurate, and effective basis.
