【摘要】：正中共十八屆三中全會提出在公務(wù)員職位推行聘任制的要求,目前國內(nèi)10多個省份正在開展小規(guī)模試點(diǎn),并取得了顯著成效。但試點(diǎn)中也出現(xiàn)招聘遇冷、考核形式化、合同管理異化、退出機(jī)制不暢等實(shí)踐困惑。2009年,A市提出,按照公務(wù)員法的規(guī)定,在公務(wù)員系統(tǒng)探索聘任制,當(dāng)年共招聘5名聘任制公務(wù)員,職位報(bào)考比達(dá)1:20以上,應(yīng)聘者來自全國各地,最終5名優(yōu)秀人才入選。聘任制改革對于創(chuàng)新公務(wù)員管理機(jī)制、完善公務(wù)員制度、優(yōu)化機(jī)關(guān)人才
[Abstract]:The third Plenary session of the 18th Central Committee of the Communist Party of China put forward the requirement of implementing the appointment system for civil servants. At present, more than 10 provinces in China are carrying out small-scale pilot projects and have achieved remarkable results. However, there are some practical puzzles such as cold recruitment, formalized examination, alienation of contract management and poor exit mechanism. In 2009, City A proposed that, in accordance with the provisions of the Civil Service Law, the employment system should be explored in the civil service system. A total of 5 civil servants were recruited in the year, the position Prida 1:20 above, applicants from all over the country, the final 5 outstanding talent selected. The reform of the appointment system can bring forth new ideas to the management mechanism of civil servants, perfect the civil service system, and optimize the talents of the organs.
