【摘要】：近些年來,隨著政府職能轉(zhuǎn)移和公民社會的不斷發(fā)展,以及海洋意識的逐步提升,海洋社會組織的數(shù)量也與日俱增。尤其是進(jìn)入21世紀(jì)以來,海洋社會組織的發(fā)展不僅體現(xiàn)在數(shù)量上激增,而且涉及領(lǐng)域越來越廣,活動開展形式日漸多樣。但同時其發(fā)展中也表現(xiàn)出了諸多問題,如組織影響力不足、社會參與度不高、組織自主性受限等。社會資本理論,是關(guān)于信任、互惠規(guī)范和網(wǎng)絡(luò)等緯度如何促進(jìn)社會及組織發(fā)展的理論,為我國海洋社會組織發(fā)展的研究提供了新的研究視角。目前,已有的相關(guān)研究多是分析社會組織的發(fā)展如何促進(jìn)和提升社會資本,而運用社會資本理論分析社會組織發(fā)展的研究相對不足。本文在研究邏輯上,通過文獻(xiàn)回顧評述和相關(guān)理論基礎(chǔ)的梳理,以及結(jié)合普特南的社會資本分析緯度和A-SCAT量表的緯度設(shè)計,并考慮海洋社會組織的特點,總結(jié)出了用于分析海洋社會組織的三級緯度共19個問題,提出了影響海洋社會組織發(fā)展的內(nèi)聯(lián)性和外聯(lián)性社會資本因素。以此為基礎(chǔ),選取了中國海洋學(xué)會和藍(lán)絲帶海洋保護(hù)協(xié)會分別作為官辦海洋社會組織和民間海洋社會組織的典型,運用所提出的社會資本分析緯度對其進(jìn)行問卷與訪談相結(jié)合的調(diào)研,對所提出的理論假設(shè)進(jìn)行了分析。最后,應(yīng)用調(diào)研分析結(jié)果探討了促進(jìn)我國海洋社會組織發(fā)展中存在的問題,并提出了針對性的對策措施。文章的主要觀點有：1.我國海洋社會組織現(xiàn)階段的發(fā)展限制主要來自兩方面,一是組織自身的凝聚力,這包括成員對組織宗旨的認(rèn)同、組織內(nèi)部成員相互之間的信任以及組織規(guī)范的確定性和可行性,二是組織外聯(lián)性拓展能力,這主要受制于與政府、社會公眾及國內(nèi)外相關(guān)社會組織的互動關(guān)系；2.就社會資本的角度分析,官辦海洋社會組織與民間海洋社會組織發(fā)展中的主要限制因素有所不同,總體來說主要包括制度環(huán)境的制約、相關(guān)主體間合作有限、資金來源匱乏、公眾權(quán)威性不足；3.加強(qiáng)海洋社會組織自身的公信力建設(shè),完善海洋社會組織與社會多元主體間的互惠規(guī)范以及構(gòu)建海洋社會組織多層次的社會參與網(wǎng)絡(luò),是現(xiàn)階段促進(jìn)我國海洋社會組織進(jìn)一步發(fā)展的主要途徑。
[Abstract]:In recent years, with the transfer of government functions and the continuous development of civil society, as well as the gradual improvement of marine awareness, the number of marine social organizations is also increasing. Especially in the 21st century, the development of marine social organizations is not only reflected in the increase in quantity, but also in more and more fields, and the forms of activities are becoming more and more diverse. But at the same time, there are many problems in its development, such as insufficient influence of organizations, low degree of social participation, limited autonomy of organizations, and so on. The theory of social capital is a theory on how to promote social and organizational development at the latitude of trust, reciprocity and network, which provides a new perspective for the study of the development of marine social organizations in China. At present, most of the related studies have analyzed how to promote and promote social capital in the development of social organizations, but the research on social organization development based on the theory of social capital is relatively inadequate. In the logic of the research, this paper reviews and reviews the literature and combs the relevant theoretical basis, and combines the latitude design of Putnam's social capital analysis and A-SCAT scale, and takes into account the characteristics of marine social organization. This paper summarizes 19 problems in the analysis of marine social organizations in three latitudes, and puts forward the inline and outreach social capital factors that affect the development of marine social organizations. On this basis, the Chinese Ocean Society and the Blue Ribbon Marine Protection Association were selected as the typical official and civil marine social organizations, respectively. Using the social capital analysis latitude to carry on the questionnaire and the interview to carry on the investigation to it, has carried on the analysis to the proposed theory hypothesis. Finally, the problems existing in promoting the development of marine social organizations in China are discussed by using the results of investigation and analysis, and countermeasures are put forward. The main point of the article is: 1. The limits of the development of marine social organizations in China at this stage mainly come from two aspects. One is the cohesion of the organization itself, which includes the identity of the members to the purpose of the organization, the mutual trust among the members of the organization, and the certainty and feasibility of the organizational norms. The second is the ability of organizational outreach, which is mainly restricted by the interaction with the government, the public and relevant social organizations both at home and abroad. From the point of view of social capital, the main limiting factors in the development of government-run marine social organizations and civil marine social organizations are different. Generally speaking, they mainly include the constraints of the institutional environment, the limited cooperation among relevant subjects, and the lack of funds. Public authority is not enough. Strengthen the public trust construction of the marine social organization, perfect the reciprocity norm between the marine social organization and the pluralistic subjects of the society, and construct the multi-level social participation network of the marine social organization. It is the main way to promote the further development of marine social organization in our country.
