【摘要】：福利多元主義興起于20世紀(jì)70—80年代,是為解決福利國(guó)家的危機(jī)而探索的一種替代性方案,隨后逐漸發(fā)展成為一種新興的理論范式和政策分析依據(jù),它主張福利的多方供給,倡導(dǎo)社會(huì)共同責(zé)任本位。其中的四分法是伊瓦斯對(duì)福利三角的研究范式給予修正后所采用的新的分析方式,是對(duì)福利來(lái)源的進(jìn)一步細(xì)化。認(rèn)為社會(huì)福利的來(lái)源有四個(gè):市場(chǎng)、國(guó)家、社區(qū)和民間組織。其重要意義在于為社會(huì)政策研究和制度設(shè)計(jì)提供了另一種全新的視角和理念。同樣也為兒童福利的多元化供給提供了依據(jù),在我國(guó),兒童福利的供給長(zhǎng)期以來(lái)主要是以家庭或者政府為核心的單一供給模式:福利供給主體并沒有實(shí)現(xiàn)多元化、兒童福利供給的對(duì)象不夠全面、兒童福利供給內(nèi)容不能很好的滿足兒童的發(fā)展需求,兒童福利供給方式比較單一且兒童福利服務(wù)的專業(yè)化程度較低;所以我們需要更多相關(guān)福利供給主體的參與并提高兒童福利供給的質(zhì)量和效率。本研究依據(jù)福利多元主義的四維分析框架,結(jié)合蘭州市的兒童福利供給現(xiàn)狀,通過(guò)比較和分析各個(gè)兒童福利供給主體自身的特點(diǎn)和作用模式,試圖探索更有效的兒童福利供給方式和內(nèi)容,使不同的兒童群體都能夠享受到應(yīng)有的福利。在研究過(guò)程中使蘭州市兒童福利供給中存在的問(wèn)題清晰顯現(xiàn),主要表現(xiàn)為:對(duì)兒童福利的認(rèn)識(shí)不足、兒童福利相關(guān)法律法規(guī)尚未確立、兒童福利供給主體參與不足,社會(huì)支持網(wǎng)絡(luò)并未形成和兒童服務(wù)對(duì)象的覆蓋率較低且服務(wù)內(nèi)容單一發(fā)現(xiàn)其中不合理的部分并加以完善,本研究所提出的對(duì)策為:建立健全我國(guó)的兒童福利法制體系、建立多元均衡的兒童福利供給機(jī)制和發(fā)展兒童福利支援事業(yè),豐富兒童福利的服務(wù)項(xiàng)目。這樣才有可能制定出一種多元均衡的供給模式,建立起完善的兒童福利保障體系。
[Abstract]:Welfare pluralism emerged in the 1970s and 1980s as an alternative scheme to solve the crisis of the welfare state, and then gradually developed into a new theoretical paradigm and policy analysis basis, it advocated the multi-supply of welfare. Advocate the social common responsibility standard. The quadrilateral method is a new analytical method which is used by Ivas to modify the research paradigm of the welfare triangle, and it is a further refinement of the welfare source. There are four sources of social welfare: market, state, community and civil society. Its significance lies in providing another new perspective and idea for social policy research and system design. It also provides the basis for the diversified supply of children's welfare. In our country, the supply of children's welfare is mainly a single supply mode with family or government as the core for a long time: the main body of welfare supply has not realized diversification. The object of child welfare supply is not comprehensive enough, the content of child welfare supply can not meet the development demand of children well, the mode of child welfare supply is single and the specialization of child welfare service is low; Therefore, we need more relevant welfare providers to participate and improve the quality and efficiency of child welfare supply. According to the four dimensional analysis framework of welfare pluralism and the present situation of child welfare supply in Lanzhou, this study compares and analyzes the characteristics and function models of each child welfare provider. This paper attempts to explore more effective ways and contents of child welfare supply so that different groups of children can enjoy their due benefits. In the course of the study, the problems in the supply of children's welfare in Lanzhou are clearly revealed, which are mainly shown as follows: insufficient understanding of children's welfare, unestablished laws and regulations related to children's welfare, insufficient participation of child welfare providers. The social support network has not formed and the coverage rate of the children service object is low, and the service content is single to find the unreasonable part and perfect it. The countermeasures put forward by this research are: establishing and perfecting the legal system of children's welfare in our country. Establish a pluralistic and balanced child welfare supply mechanism and develop child welfare support to enrich child welfare services. In this way, it is possible to develop a multi-balanced supply model and establish a perfect child welfare security system.
