【摘要】：自“9.11”事件發(fā)生以后,在全球范圍一系列重大公共危機事件接踵而至。從SARS、禽流感等衛(wèi)生疾病的爆發(fā),到2015年法國巴黎、美國加州地區(qū)的恐怖襲擊事件等等,皆令人觸目驚心。因此,在世界范圍內加強和深化公共危機管理成為了維護世界格局穩(wěn)定、促進經(jīng)濟增長不可或缺的研究課題。現(xiàn)如今,我國政府在解決危機管理相關問題時,能力逐步得到提升,可是當政府在專注于如何更科學高效的構建公共危機管理制度及應對機制的同時,往往會忽略自身所帶來的問題——政府部門如何更全面科學的推行公共危機管理制度,而不只是一味的忽略現(xiàn)實的可操作問題?我認為,行政問責制的全面構建及完善是政府部門在不斷強化公共危機管理能力的過程中不可替代的重要角色,也是全面執(zhí)行依法行政原則的必然途徑。整篇論文的結構分為四章,相關問題的基本概念與理論基礎為第一章,發(fā)展歷程與發(fā)展現(xiàn)狀作為問題的提出放至第二章,第三章則詳細列出了行政問責制被引入政府公共危機管理所遇到的問題,最后一章便是如何解決問題。在文章開頭部分,筆者對相關問題的基本概念及理論依據(jù)做了具體解釋,并比較了政府公共危機管理中的行政問責制與常規(guī)問責制的不同之處,羅列出了為什么要把行政問責制引入政府公共危機管理領域的幾點原因。隨后,在第二章闡述了該制度在我國的發(fā)展歷程及當前發(fā)展現(xiàn)狀。在接下來的一章里,剖析了我國政府公共危機管理中的行政問責制所面臨的困境。于最后一章,推導出了構建我國公共危機管理行政問責制發(fā)展的一系列對策研究。當前,我國對公共危機管理領域中行政問責制研究和運用相對于世界其他國家來說還較晚,各方面還存在著不足與不兼容,需要不斷的整改和完善,這也是需要國家和政府部門加以重視的地方。筆者在文章中提出了公共危機管理中的行政問責制的發(fā)展現(xiàn)狀,證實了行政改革的過程中行政問責制與政府危機管理相結合是并非偶然,而且這種結合、引入還要根據(jù)公共危機的特點做出靈活的調整。因此,筆者在文章結尾總結出了建立健全政府公共危機管理行政問責制的對策研究:首先,要加強行政問責文化建設,優(yōu)化外部環(huán)境。如加大社會宣傳力度,強化政府責任意識,培養(yǎng)問責主體的權利意識,從而形成強有力的問責環(huán)境;其次,要不斷完善行政問責體系各要素,確保問責體系的科學性和完整性;最后,就是要建立行政問責制相關配套制度,如建立統(tǒng)一的問責法、公開政府信息、構建主動、靈活的政府公共危機管理行政問責觸發(fā)機制,以確保其可操作性和長效機制。
[Abstract]:Since 9 / 11, a series of major public crises have followed around the world. From outbreaks of health diseases such as SARS, avian flu to terrorist attacks in Paris, France, and California in 2015, they are startling. Therefore, strengthening and deepening the public crisis management in the world has become an indispensable research topic to maintain the stability of the world pattern and promote economic growth. Nowadays, the ability of our government to solve the problems related to crisis management has been gradually improved, but at the same time the government is focusing on how to build a more scientific and efficient public crisis management system and coping mechanism. Tend to ignore their own problems-how government departments to implement a more comprehensive and scientific public crisis management system, rather than just ignore the reality of operational problems? In my opinion, the overall construction and perfection of administrative accountability system is an irreplaceable important role of government departments in the process of continuously strengthening the ability of public crisis management, and is also an inevitable way to carry out the principle of administration according to law in an all-round way. The structure of the whole paper is divided into four chapters. The basic concepts and theoretical basis of the related problems are the first chapter. The development course and present situation are put forward to the second chapter. The third chapter lists in detail the problems encountered in the introduction of administrative accountability system into government public crisis management, and the last chapter is how to solve the problem. At the beginning of the article, the author explains the basic concepts and theoretical basis of the related problems, and compares the differences between the administrative accountability system and the conventional accountability system in the government public crisis management. List the reasons why the administrative accountability system should be introduced into the field of government public crisis management. Then, in the second chapter, the development of the system in China and the current development of the status quo. In the following chapter, we analyze the dilemma of the administrative accountability system in our government's public crisis management. In the last chapter, the author deduces a series of countermeasures to construct the administrative accountability system of public crisis management in China. At present, the research and application of administrative accountability system in the field of public crisis management in China is relatively late compared with other countries in the world. This is also the state and government departments to pay attention to the place. In this paper, the author puts forward the present situation of administrative accountability system in public crisis management, and proves that it is not accidental to combine administrative accountability system with government crisis management in the process of administrative reform. The introduction also makes the flexible adjustment according to the characteristic of the public crisis. Therefore, at the end of the article, the author summarizes the countermeasures of establishing and perfecting the administrative accountability system of government public crisis management: firstly, we should strengthen the construction of administrative accountability culture and optimize the external environment. Such as increasing social propaganda, strengthening the consciousness of government responsibility, cultivating the right consciousness of the subject of accountability, so as to form a strong environment of accountability; secondly, we should constantly improve the elements of the administrative accountability system to ensure the scientific nature and integrity of the accountability system; Finally, it is necessary to establish the relevant supporting system of administrative accountability system, such as establishing unified accountability law, opening government information, and constructing active and flexible administrative accountability trigger mechanism of government public crisis management, so as to ensure its maneuverability and long-effect mechanism.
