【摘要】：省直管自治縣體制是根據(jù)自治縣行政層級(jí)的類(lèi)型化分提出的,是完善和發(fā)展民族區(qū)域自治制度形式的創(chuàng)新探索。貴州省直管威寧彝族回族苗族自治縣是在貴州省行政體制改革過(guò)程中的大膽嘗試,借鑒全國(guó)省直管縣的經(jīng)驗(yàn)進(jìn)行"貴州特色"的探索,是省直管縣理論和民族區(qū)域自治理論兼容性結(jié)合的有機(jī)嘗試,但是分析其實(shí)踐過(guò)程發(fā)現(xiàn),存在著相關(guān)部門(mén)認(rèn)識(shí)不足、部門(mén)權(quán)限下放"不到位"等問(wèn)題,對(duì)此,應(yīng)明確上級(jí)國(guó)家機(jī)關(guān)職責(zé),適時(shí)修改自治縣自治條例等來(lái)完善和發(fā)展省直管自治縣體制。
[Abstract]:The system of provincial direct administration of autonomous counties is put forward according to the classification of administrative levels of autonomous counties, and it is an innovative exploration to perfect and develop the forms of regional national autonomy. It is a bold attempt in the process of administrative system reform in Guizhou province to manage the Weining Yi and Miao Hui Autonomous County directly in Guizhou Province, and draw lessons from the experience of the whole country to carry out the exploration of "Guizhou characteristics". It is an organic attempt to combine the theory of provincial direct administration of counties with the theory of regional autonomy of ethnic minorities. However, by analyzing its practice process, it is found that there are some problems such as insufficient understanding of relevant departments and "not in place" of the decentralization of departmental authority. It is necessary to clarify the duties and responsibilities of the superior state organs and amend the autonomous regulations of the autonomous counties in time to perfect and develop the system of the autonomous counties under the direct control of the provinces.
