權力在組織間地位差異和應急合作關系間的中介作用:風險感知的調節(jié)機制

【摘要】:隨著社會的發(fā)展、人口的增加,自然環(huán)境承載壓力達到極限。突發(fā)性安全事件在全球范圍內(nèi)的發(fā)生頻率和規(guī)模都在不斷的增加,公共安全問題得到更多的關注。然而,面對突發(fā)事件,單一的組織很難獨立處理全部救援任務。多組織間協(xié)同合作在面對應急突發(fā)事件時必不可少。這樣的合作不僅包括橫向的組織合作,例如,政府職能部門、軍隊、消防、交警、武警、醫(yī)療機構、志愿者組織、企業(yè)、公眾,也包括縱向的合作,例如不同層級的政府及其他組織的不同層級。這就使得組織間存在較大的差異,加大了組織間應急合作的復雜性。然而,關于組織間合作關系的研究還很不充分。特別是組織間比較特征差異對應急合作關系影響的研究更是少之又少。研究組織間地位差異對應急合作關系的影響機制,能夠揭示組織間的地位差異是如何對組織個人權力和組織社會權力造成影響,從而影響組織間應急合作關系的。本研究圍繞這個核心問題做出了以下幾個部分的研究。首先,本文檢驗了組織間地位差異、組織個人權力、組織社會權力對應急合作關系的影響。其次,本文檢驗了組織間地位差異是否通過組織個人權力和組織社會權力這兩個中介變量影響組織間合作關系。最后,本文檢驗了風險感知在組織個人權力和組織社會權力對應急合作關系影響中是否具有調節(jié)效應。研究結果顯示。組織間地位差異、組織個人權力和組織社會權力對應急合作關系具有顯著影響。其中,組織間地位差異對應急合作關系具有負向影響。組織個人權力和組織社會權力對應急合作關系具有正向影響。并且,組織間地位差異通過組織個人權力和組織社會權力影響應急合作關系。即,組織個人權力和組織社會權力在組織間地位差異對應急合作關系影響中起到部分中介效應。最后,實證研究發(fā)現(xiàn),風險感知調節(jié)組織個人權力和組織社會權力對應急合作關系的影響。其中風險感知正向調節(jié)組織個人權力對應急合作關系影響,負向調節(jié)組織社會權力對應急合作關系的影響。本研究通過實證分析,驗證了社會認同理論在組織間地位差異對應急合作關系影響機制中的適用性。通過權力趨近理論和權力的環(huán)境焦點理論解釋了權力對應急合作關系的影響以及風險感知在其中的調節(jié)作用。發(fā)展并補充了社會認同理論。本文能夠為應急實踐中不同地位組織的協(xié)作提供理論指導。
[Abstract]:With the development of society and the increase of population, the bearing pressure of natural environment reaches its limit. The frequency and scale of sudden security incidents are increasing all over the world. However, in the face of emergencies, it is difficult for a single organization to handle all rescue missions independently. Cooperation among multiple organizations is essential in the face of emergency emergencies. Such cooperation includes not only horizontal organizational cooperation, such as government functions, the army, fire fighting, traffic police, armed police, medical institutions, volunteer organizations, enterprises, the public, but also vertical cooperation. For example, different levels of government and other organizations at different levels. This makes great differences between organizations, increasing the complexity of inter-organizational emergency cooperation. However, the research on the relationship between organizations is not enough. Especially, there is little research on the influence of the difference of the characteristics of the organization on the emergency cooperative relationship. The study of the influence mechanism of the status difference between organizations on the emergency cooperative relationship can reveal how the status difference among the organizations has an impact on the individual power and the social power of the organization, thus affecting the emergency cooperation relationship among the organizations. This study focuses on this core issue and makes the following parts of the study. First of all, this paper examines the influence of status difference, individual power and social power on emergency cooperative relationship. Secondly, this paper examines whether inter-organizational status differences affect inter-organizational cooperative relationships through the intermediary variables of organizational personal power and organizational social power. Finally, this paper examines whether risk perception has a moderating effect on the influence of organizational personal power and organizational social power on emergency cooperative relationship. The results show that. The difference of status between organizations, individual power of organization and social power of organization have significant influence on emergency cooperative relationship. Among them, the status difference between the organizations has a negative impact on the emergency cooperation relationship. The organization individual power and the organization society power have the positive influence to the emergency cooperation relations. Moreover, inter-organizational status differences influence emergency cooperation through organizational personal power and organizational social power. That is, organizational personal power and organizational social power play a part of intermediary effect in the influence of inter-organizational status difference on emergency cooperative relationship. Finally, the empirical study finds that risk perception regulates the influence of organizational personal power and organizational social power on emergency cooperative relationship. Risk perception positively regulates the influence of personal power on emergency cooperative relationship, and negatively regulates the influence of social power of organization on emergency cooperative relationship. Through empirical analysis, this study verifies the applicability of social identity theory in the influence mechanism of inter-organizational status difference on emergency cooperative relationship. Through the theory of power approach and the environmental focus theory of power, this paper explains the influence of power on emergency cooperative relationship and the regulatory role of risk perception in it. It develops and complements the theory of social identity. This paper can provide theoretical guidance for the cooperation of different status organizations in emergency practice.
