【摘要】：在網(wǎng)絡(luò)高速發(fā)展與網(wǎng)民高度參與的時(shí)代背景下,由突發(fā)事件引發(fā)的政務(wù)輿情呈現(xiàn)出集聚效應(yīng)、放大效應(yīng)、極化效應(yīng)、衍生效應(yīng)等新的態(tài)勢(shì),做好政務(wù)輿情回應(yīng)已然成為現(xiàn)代應(yīng)急管理的題中之義。然而,現(xiàn)階段我國(guó)政務(wù)輿情回應(yīng)面臨著工作理念滯后、協(xié)調(diào)機(jī)制不健全、工作能力不足、網(wǎng)絡(luò)法治體系欠缺等困局,嚴(yán)重影響突發(fā)事件處置效果和社會(huì)和諧穩(wěn)定,亟需從信息公開、機(jī)制建構(gòu)、法制建設(shè)、能力提升、社會(huì)協(xié)同等五個(gè)維度破解困局,構(gòu)建起政務(wù)輿情回應(yīng)的框架和路徑,以期實(shí)現(xiàn)突發(fā)事件政務(wù)輿情回應(yīng)政策的真正落地。
[Abstract]:Under the background of the rapid development of the network and the high participation of the netizens, the government public opinion, caused by the emergencies, presents a new trend of agglomeration effect, magnification effect, polarization effect, derivative effect and so on. The response of government public opinion to respond has become the meaning of modern emergency management. However, the response of government public opinion in our country is facing the work at present. The concept lag, the coordination mechanism is not perfect, the work ability is insufficient, the network rule of law system is deficient and so on. It seriously affects the disposal effect and social harmony and stability of the emergency. It is urgently needed from five dimensions of information disclosure, mechanism construction, legal construction, ability promotion and social coordination to build a framework and path for the response of government public opinion. To realize the real landing of the policy of responding to public affairs in emergencies.
