【摘要】：改革開放前,國家全面控制下的"總體性社會(huì)"導(dǎo)致行業(yè)組織的孱弱甚至是消失。改革開放后,國家與社會(huì)關(guān)系的調(diào)適,國家對(duì)社會(huì)的控制范圍縮小、力度減弱,控制方式也從思想道德控制轉(zhuǎn)向制度規(guī)制,促成了市場(chǎng)與社會(huì)力量迅速崛起,行業(yè)組織的數(shù)量增加、規(guī)模擴(kuò)大、職能擴(kuò)張、自主性增強(qiáng)。隨著全面深化改革的推進(jìn),政府職能轉(zhuǎn)變與社會(huì)建設(shè)齊頭并進(jìn),分權(quán)與治理成為轉(zhuǎn)型時(shí)期國家與社會(huì)關(guān)系發(fā)展的新態(tài)勢(shì)。國家主動(dòng)向行業(yè)組織賦權(quán),協(xié)作治理機(jī)制逐漸成型,強(qiáng)國家強(qiáng)社會(huì)的圖景更加明晰。
[Abstract]:Before the reform and opening up, the "overall society" under the overall control of the state led to the weakness or even disappearance of trade organizations. After the reform and opening up, the adjustment of the state and social relations, the state control of the social scope is reduced, the strength of the control is also changed from ideological and moral control to institutional regulation, which contributed to the rapid rise of the market and social forces. The number of industry organizations increases, the scale expands, the function expands, the autonomy increases. With the promotion of comprehensive deepening reform, the transformation of government functions goes hand in hand with social construction. Decentralization and governance have become a new trend in the development of state and social relations in the transitional period. National initiative to empower industry organizations, cooperative governance mechanism gradually formed, strong national strong social picture more clear.
