【摘要】：話語分析是公共政策領(lǐng)域研究政策執(zhí)行效果的新路徑。應(yīng)用話語分析方法,以個案研究為基礎(chǔ),探討基層政府在生態(tài)移民政策執(zhí)行中的話語建構(gòu)過程,可以觀察基層政府面對地方實踐的復(fù)雜性所采取的行動策略。生態(tài)移民政策的話語轉(zhuǎn)換,是基層政府對規(guī)范文本的差異化解讀、政策變通的靈活應(yīng)對以及取得移民話語共識的認同基礎(chǔ),并進而構(gòu)建起"以任務(wù)為中心"和"以脫貧為中心"的二元中心實踐形態(tài)。生態(tài)移民政策的話語建構(gòu)兼容多元地方實踐的多重行動策略�；鶎诱谏鷳B(tài)移民政策的變通執(zhí)行中存在合理性因素�；鶎诱p重話語的行為邏輯對尋求不同主體間話語共識具有建構(gòu)性意義。
[Abstract]:Discourse analysis is a new way to study the effect of policy implementation in the field of public policy. Based on the case study, the discourse construction process of the grass-roots government in the implementation of ecological immigration policy can be discussed by using the discourse analysis method, and the action strategies taken by the grass-roots government in the face of the complexity of local practice can be observed. The discourse transformation of ecological immigration policy is the basis for the grass-roots government to interpret the normative text differently, to respond flexibly to the policy changes and to obtain the consensus on immigration discourse. And then build a dualistic practice pattern of "task-centered" and "poverty eradication as the center". The discourse construction of ecological immigration policy is compatible with multiple action strategies of multiple local practices. There are reasonable factors in the flexible implementation of ecological immigration policy. The behavioral logic of the dual discourse of grass-roots government has constructive significance for seeking the discourse consensus among different subjects.
