【摘要】：政策評(píng)估在整個(gè)公共政策過程中起著重要的作用。政策評(píng)估作為一種對(duì)公共政策的效益、效率和價(jià)值進(jìn)行綜合判斷與評(píng)價(jià)的政治行為,不僅是考量政策延續(xù)、改進(jìn)和終止的重要依據(jù),而且還決定著政府部門的工作質(zhì)量和價(jià)值導(dǎo)向,并最終影響著公共資源的優(yōu)化配置方向和公共部門的良好社會(huì)形象。因此,政策評(píng)估的重要性不容忽視。從政策評(píng)估的重要性和西方政策評(píng)估的發(fā)展來看,政策評(píng)估的作用要得到充分發(fā)揮需要有制度作為保障�；谡咴u(píng)估系統(tǒng)構(gòu)成的要素、“四代政策評(píng)估理論”以及西方發(fā)達(dá)國(guó)家建立政策評(píng)估制度的經(jīng)驗(yàn),本文認(rèn)為政策評(píng)估制度應(yīng)包括以下幾個(gè)方面:明確設(shè)立獨(dú)立的政策評(píng)估管理機(jī)構(gòu),明確多元的政策評(píng)估主體,明晰政策評(píng)估范圍,建立具有指導(dǎo)意義的政策評(píng)估指標(biāo)體系,規(guī)范政策評(píng)估程序等。上海市閔行區(qū)于2012年出臺(tái)了《關(guān)于推行公共政策評(píng)估的實(shí)施辦法(試行)》,該《辦法》構(gòu)建包括了評(píng)估組織、政策評(píng)估程序規(guī)范、政策評(píng)估指標(biāo)體系等要素在內(nèi)的政策評(píng)估制度。上海市閔行區(qū)政策評(píng)估作為我國(guó)地方政府政策評(píng)估制度構(gòu)建較為典型的案例,對(duì)于我國(guó)地方政府建立政策評(píng)估制度、推進(jìn)我國(guó)政策評(píng)估工作有著重要的意義。因此,本文以上海市閔行區(qū)政策評(píng)估為案例,分析了政策評(píng)估制度的構(gòu)建及運(yùn)行情況,并指出其在政策評(píng)估制度構(gòu)建中工作中存在的不足以及值得推廣和借鑒的做法。通過對(duì)該案例的研究分析,本文認(rèn)為,完善閔行區(qū)的政策評(píng)估制度,需要有相關(guān)的法律法規(guī)作為保障,加強(qiáng)該項(xiàng)工作的權(quán)威性;要建立獨(dú)立的、專業(yè)的政策評(píng)估機(jī)構(gòu),以保證政策評(píng)估工作的獨(dú)立性和科學(xué)性;注重發(fā)展非政府的第三方評(píng)估機(jī)構(gòu),力求政策評(píng)估主體多元化,以保證政策評(píng)估的客觀性與公正性;著力推動(dòng)政策中期與后期評(píng)估;積極構(gòu)建科學(xué)、規(guī)范的政策評(píng)估理論與方法,以適應(yīng)我國(guó)的政策評(píng)估實(shí)踐。
[Abstract]:Policy evaluation plays an important role in the whole process of public policy. Policy assessment, as a kind of political behavior that synthetically judges and evaluates the effectiveness, efficiency and value of public policies, is not only an important basis for considering the continuation, improvement and termination of policies. It also determines the work quality and value orientation of government departments, and ultimately affects the direction of the optimal allocation of public resources and the good social image of the public sector. Therefore, the importance of policy evaluation can not be ignored. From the view of the importance of policy evaluation and the development of western policy evaluation, the role of policy evaluation needs to be guaranteed by system if it is to be brought into full play. Based on the elements of the policy assessment system, the "four-generation policy evaluation theory" and the experience of the western developed countries in establishing the policy evaluation system, This paper holds that the policy evaluation system should include the following aspects: the establishment of an independent policy evaluation management body, a clear and pluralistic policy evaluation body, a clear policy evaluation scope, and a guiding policy evaluation index system. Standardize policy evaluation procedures, etc. In 2012, Minhang District of Shanghai issued "implementation measures on implementing Public Policy Evaluation (trial)", which constructed a policy evaluation system including evaluation organization, policy evaluation procedure, policy evaluation index system and so on. The policy evaluation of Minhang District in Shanghai is a typical case of the policy evaluation system of local government in our country. It is of great significance for the establishment of policy evaluation system and the promotion of policy evaluation in our country. Therefore, taking the policy evaluation of Minhang District in Shanghai as an example, this paper analyzes the construction and operation of the policy evaluation system, and points out its shortcomings in the construction of the policy evaluation system, as well as the practice that is worth popularizing and drawing lessons from. Through the study and analysis of this case, this paper holds that to perfect the policy evaluation system of Minhang District, we need to have relevant laws and regulations as the guarantee, strengthen the authority of this work, and establish independent and professional policy evaluation institutions. In order to ensure the independence and scientific nature of the policy evaluation work, pay attention to the development of non-governmental third-party evaluation institutions, strive to diversify the main body of policy evaluation to ensure the objectivity and impartiality of policy evaluation, and focus on the promotion of policy evaluation in the medium and late stages. To construct scientific and standardized theory and method of policy evaluation in order to adapt to the practice of policy evaluation in China.
