我國社會轉型時期基層公務員心理健康管理研究

【摘要】:在社會轉型和政府體制改革時期隨著媒體對公務員自殺現象的高度關注,公務員的心理健康問題也逐漸受到人們的重視,并且開始重新審視公務員這一職業(yè)。隨著政府體制改革的深入,公務員除了面對工作方面的壓力,也越來越受到媒體的關注,作為公眾人物社會公眾也對公務員的道德水準和知識能力也提出了更高的期望和要求。在此種背景下,公務員作為一種職業(yè),也會像經營性部門的員工一樣出現一系列心理問題。但是在我國,政府部門并不像企業(yè)一樣對心理問題抱有更開放、接納的態(tài)度,而是大部分公務員采取了回避,抵制的態(tài)度,拒絕承認自身存在心理困境,并且拒絕接受心理方面的治療。筆者認為這種選擇既是公務員對自己采取的一種保護措施,同樣也是這種緊張情緒也是導致或者加重公務員心理問題的原因之一。根據公務員產生心理困境的原因的分析,心理困境的產生大多與其工作有關,所以在應對策略方面,一方面要提高公務員對心理健康方面的認知水平,以更加開放的態(tài)度認識心理健康問題,提高自我調適的能力,不斷完善公務員心理問題疏導機制,還要更深層次地從組織機構入手,完善用人機制,建立責任共擔的風險機制入手。
[Abstract]:In the period of social transformation and the reform of the government system, with the high attention of the media to the phenomenon of civil servants' suicide, the psychological health of the civil servants has gradually been paid attention to, and the civil service has begun to be re examined. With the deepening of the reform of the government system, the civil servants have been more and more under the pressure of the face of the work. As a public figure, the public also puts forward higher expectations and demands on the moral standards and knowledge ability of civil servants. In this context, civil servants, as a profession, also have a series of psychological problems like employees in the business sector. However, in our country, the government is not like an enterprise. The problem is more open and receptive, but most civil servants have taken an avoidance, a boycott, refusing to admit their psychological distress and refusing to accept psychological treatment. I think this choice is both a protective measure taken by the civil servant, and the same kind of tension is also caused or added. One of the reasons for the psychological problems of civil servants. According to the analysis of the reasons for the psychological dilemma of the civil servants, most of the psychological difficulties are related to their work. Therefore, in the aspects of coping strategies, on the one hand, we should improve the cognitive level of the civil servants to the psychological health, understand the mental health problems more open and improve the self adjustment. The ability to improve the psychological problems of civil servants to improve the mechanism, and more deeply from the organizational structure, the improvement of the employment mechanism, the establishment of the risk mechanism of responsibility sharing.
