【摘要】：日趨增長的公眾需求和地方政府的公共服務(wù)供給不足在全面建設(shè)小康社會和實現(xiàn)社會轉(zhuǎn)型的過程中已經(jīng)發(fā)展為公共服務(wù)領(lǐng)域十分突出的矛盾。在住房、社會保障、教育、醫(yī)療衛(wèi)生、公共交通、公共安全、環(huán)境保護等方面,公眾化的合理需求往往無法得到有效的滿足,這就造成吉安市公共服務(wù)的供給與需求之間發(fā)展不平衡,這種矛盾不斷加劇。對公共服務(wù)供給與需求兩者間的矛盾如何有效解決,這樣才能為人的全面發(fā)展創(chuàng)造積極的條件,同時有利于使社會矛盾得到緩和,改善民生。筆者在本研究中將從公共服務(wù)供需總量非均衡關(guān)系和結(jié)構(gòu)非均衡關(guān)系入手,在分析吉安市地方政府公共服務(wù)供給和公眾需求現(xiàn)實關(guān)系的前提下,對地方政府公共服務(wù)供需關(guān)系造成影響的主要因素,即財政能力、地方政府的觀念、政府人員的素質(zhì)、缺失公眾表達機制、決策中缺失公眾參與等進一步深入分析。最終結(jié)合公眾的實際需求,建設(shè)服務(wù)型政府、發(fā)揮政府的主導(dǎo)作用,強化公共服務(wù)供給模式以及加強公共服務(wù)中的公民參與等方面,探討對公共服務(wù)供給如何改善的有效對策,以使公眾的合理需求能夠得到更好地滿足。
[Abstract]:The growing public demand and the insufficient supply of public services by local governments have developed into a very prominent contradiction in the process of building a well-off society in an all-round way and realizing social transformation. In the areas of housing, social security, education, health care, public transport, public safety, environmental protection, and so on, the reasonable needs of the public are often not effectively met. This causes the imbalance between the supply and demand of public services in Ji'an, which is becoming more and more serious. How to solve the contradiction between the supply and demand of public service effectively can create positive conditions for the overall development of human being, at the same time, it will help to ease the social contradiction and improve the people's livelihood. In this study, the author will start with the disequilibrium relationship between the total supply and demand of public services and the structural disequilibrium, under the premise of analyzing the realistic relationship between the public service supply and the public demand of the local government in Ji'an. The main factors that influence the supply and demand of local government public service, such as the financial ability, the concept of local government, the quality of government personnel, the lack of public expression mechanism, the lack of public participation in decision-making, etc. Finally, combining with the actual demand of the public, building a service-oriented government, giving play to the leading role of the government, strengthening the mode of public service supply and strengthening the citizen participation in public service, this paper discusses the effective countermeasures of how to improve the public service supply. So that the reasonable needs of the public can be better met.
