【摘要】：隨著互聯(lián)網(wǎng)、移動互聯(lián)網(wǎng)、云計算、物聯(lián)網(wǎng)等信息技術(shù)的不斷發(fā)展,人類生產(chǎn)、生活方式發(fā)生巨大改革,人類正在進(jìn)入信息化程度更高的階段——大數(shù)據(jù)時代。大數(shù)據(jù)成為這個時代最重要的價值和財富,大數(shù)據(jù)的開發(fā)與應(yīng)用也成為這個時代最顯著的特征。大數(shù)據(jù)已在經(jīng)濟(jì)領(lǐng)域產(chǎn)生重大變革,大數(shù)據(jù)已成為企業(yè)競爭的核心因素之一;大數(shù)據(jù)也逐漸在社會領(lǐng)域引起深刻變革,人們的生活方式、工作方式以及思維方式也都將刻上大數(shù)據(jù)的烙印。大數(shù)據(jù)在政治領(lǐng)域的影響也正在顯現(xiàn),大數(shù)據(jù)不僅會為國家治理體系和治理能力現(xiàn)代化提供先進(jìn)的治理技術(shù),也會促進(jìn)治理理念、治理方式等方面的轉(zhuǎn)變。因此,本文將著眼點(diǎn)聚焦在大數(shù)據(jù)時代我國行政管理體制改革,分析面對大數(shù)據(jù)時代提供的機(jī)遇和挑戰(zhàn),我國政府怎樣抓住時代機(jī)遇,如何科學(xué)運(yùn)用大數(shù)據(jù)來進(jìn)一步推進(jìn)我國行政管理體制改革,使我國行政體制越來越完善。本文首先進(jìn)行相關(guān)基礎(chǔ)理論分析,分析和研究大數(shù)據(jù)時代的概念和特征,行政管理體制概念以及行政管理體制改革目標(biāo)等。其次,基于大數(shù)據(jù)時代背景下分析大數(shù)據(jù)為我國行政管理體制改革帶來的機(jī)遇和挑戰(zhàn);并學(xué)習(xí)和借鑒大數(shù)據(jù)時代國外行政管理體制改革的實(shí)踐經(jīng)驗(yàn)。最后,本文在借鑒國外經(jīng)驗(yàn)的基礎(chǔ)上提出大數(shù)據(jù)時代加快推進(jìn)我國行政管理體制改革的措施和方法。本文認(rèn)為大數(shù)據(jù)時代加快推進(jìn)行政管理體制改革,必須堅持以人為本、程序正義、行政效率的價值取向;必須以建設(shè)智慧服務(wù)型政府為改革目標(biāo),并運(yùn)用大數(shù)據(jù)逐步實(shí)現(xiàn)智慧決策、智慧運(yùn)行、智慧服務(wù)、智慧監(jiān)督的行政管理體制。通過樹立大數(shù)據(jù)管理理念,搭建大數(shù)據(jù)管理平臺,加強(qiáng)大數(shù)據(jù)基礎(chǔ)設(shè)施和人才隊伍建設(shè),健全大數(shù)據(jù)管理法規(guī)體系等一系列措施保障大數(shù)據(jù)在行政管理體制改革中的有效運(yùn)用,進(jìn)而提高行政管理水平,加快推進(jìn)智慧服務(wù)型政府建設(shè)。
[Abstract]:With the continuous development of information technology, such as Internet of Internet, Mobile Internet, Cloud Computing, Internet of things and so on, human beings' production and life style have been greatly reformed, and human beings are entering a higher stage of informatization-big data era.Big data has become the most important value and wealth of this era, the exploitation and application of big data have also become the most prominent characteristic of this era.Big data has already brought about major changes in the economic field, big data has become one of the core factors of enterprise competition; big data has also gradually caused profound changes in the social field, people's way of life,The way of work and the way of thinking will also be engraved on big data's brand.The influence of big data in the political field is also showing. Big data will not only provide advanced governance technology for the modernization of national governance system and ability, but also promote the transformation of governance concept and governance style.Therefore, this paper focuses on the reform of China's administrative system in big data's time, and analyzes how the Chinese government will seize the opportunity of the times in the face of opportunities and challenges provided by the era of big data.How to scientifically apply big data to further promote the reform of our administrative system and make the administrative system of our country more and more perfect.In this paper, we first analyze and study the concept and characteristics of big data's era, the concept of administrative management system and the reform goal of administrative management system.Secondly, based on the background of big data, this paper analyzes the opportunities and challenges that big data brings to the reform of administrative system of our country, and studies and draws lessons from the practical experience of the reform of foreign administrative system in the era of big data.Finally, based on the experience of foreign countries, this paper puts forward the measures and methods of speeding up the reform of China's administrative system in big data's time.This paper holds that in the era of big data, to speed up the reform of administrative management system, we must adhere to the value orientation of people-oriented, procedural justice and administrative efficiency, and take the construction of intelligent service-oriented government as the reform goal.And use big data to gradually realize intelligent decision-making, intelligent operation, intelligent service, intelligent supervision of the administrative system.Through a series of measures, such as setting up big data's management concept, setting up a management platform for big data, strengthening the infrastructure and the construction of the contingent of talents, and perfecting the system of administrative laws and regulations, and so on, a series of measures are taken to ensure the effective use of big data in the reform of the administrative management system.Further improve the level of administration, speed up the construction of intelligent service-oriented government.
