【摘要】：志愿服務從性質上說是當前政府與群眾之間的溝通紐帶,在建設社會主義社會管理新模式與和諧社會中是一支重要的力量。其作用主要體現(xiàn)在:其一,志愿服務組織可以與政府合作,解決政府因客觀限制而無法解決的社會問題。其二,通過志愿服務可以廣泛的整合社會資源,相比政府可以更加高效的利用社會資源。其三,社會大眾通過參與志愿服務可以有效參與社會管理,而志愿服務組織可以起到充當政府與大眾之間溝通的橋梁中介作用。使志愿服務組織在社會管理中與政府達到良性互動的關系,這不僅對于提高社會資源的利用效率、降低社會運行成本來說大有裨益,對推進我國社會管理創(chuàng)新也同樣是具有歷史性意義。本文運用公共管理學、組織行為學等多種學科知識,采用調查訪談法、案例分析法、文獻分析法等方法,對萍鄉(xiāng)市志愿服務組織發(fā)展參與社會管理改革創(chuàng)新進行研究。本文的研究目的在于通過系統(tǒng)地梳理社會管理當中,政府與社會、志愿服務組織與政府公共服務的關系,通過對于萍鄉(xiāng)市參與社會管理實踐的研究分析了萍鄉(xiāng)市志愿服務組織參與社會管理的主要方式,其中包括社區(qū)型志愿服務參與社會管理、專業(yè)型志愿服務參與社會管理、管理型志愿服務參與社會管理;總結了萍鄉(xiāng)市志愿服務組織參與社會管理的有效經(jīng)驗,其中包括推動志愿服務工作制度化、引導提升志愿服務工作水平、促進志愿服務活動常態(tài)化、打造志愿服務項目品牌、培育萍鄉(xiāng)志愿服務文化等。結合萍鄉(xiāng)市志愿服務組織發(fā)展的經(jīng)驗與面臨的困境,分析志愿服務組織更好地參與社會管理的方式與對策,主要內容是提高志愿服務的社會認知、加強志愿組織專業(yè)化建設、健全志愿服務管理機制等,其中對于機制的構建主要集中于志愿工作統(tǒng)籌協(xié)調機制、志愿者認同管理服務機制、志愿服務活動資金籌措保障機制。本文豐富了我國志愿服務組織相關研究,期望能夠為加強志愿服務組織自身建設與改進政府對于志愿服務組織的引導與扶持提供一定理論探索,從而更好地幫助志愿服務組織參與到社會管理當中來。
[Abstract]:Volunteer service is by nature between the government and the masses of the communication link in the construction of socialist harmonious society and new social management mode is an important force. Its role is mainly reflected in: first, voluntary service organizations can cooperate with the government, and the government can't solve social problems due to objective restrictions. Second through volunteer service, can integrate social resources widely, compared with the government can more efficient use of social resources. Thirdly, through public participation in volunteer service can effectively participate in social management, and volunteer service organizations can play as a bridge of communication between the government and the public. The intermediary role between the voluntary service organizations to achieve the benign interaction with the government in the social management, which not only for improving the utilization efficiency of social resources, reduce operating costs for society to advance our society be of great advantage. Management innovation is also of historic significance. This paper use the theory of public management, organizational behavior and other disciplines of knowledge, using the survey method, case analysis method, literature analysis method, research in the innovation of social management reform of volunteer service organization in Pingxiang city. The purpose of this study is through combing the social management system, government and society, the relationship between public service volunteer service organizations and the government, the main way for the study of participation in social management practice in Pingxiang city of Pingxiang city volunteer service organizations to participate in social management, including community volunteer service in social management, professional volunteer to participate in social management, the management of volunteer service participation in social management; effective experience of voluntary service organizations in Pingxiang city to participate in social management, including the promotion of volunteer service. As a system, guide to promote volunteer service work, promote voluntary service activities normalization, build volunteer service project brand, cultivating Pingxiang volunteer service culture. Combined with the volunteer service organization in Pingxiang city development experience and the difficulties faced by the analysis of the social management mode and Countermeasures to better participate in volunteer service organization, the main content is to improve volunteer service of social cognition, strengthen the construction of professional volunteer organization, perfecting the management mechanism of voluntary service, the mechanism mainly focus on the coordination mechanism of volunteer work, volunteer identity management service mechanism, voluntary service activities financing guarantee mechanism. This paper enriches the research organization in china volunteer service, is expected to provide certain theoretical exploration to strengthen self construction and improvement of volunteer service organization for voluntary service organizations government guidance and support, and more It is a good way to help volunteer organizations participate in social management.
