【摘要】：社會公共資源共有、公用、共享的公共性質決定了其在社會發(fā)展、人民幸福、國家長治久安等方面具有舉足輕重的作用,并且越來越受到重視。“創(chuàng)新、協(xié)調、綠色、開放、共享”五大新型社會發(fā)展理念的提出,為進一步確立我國社會公共資源共享的新理念提供了積極的政策支持。而社會公共資源共享新理念與社會公平正義價值取向之間存在著很強的現(xiàn)實關聯(lián)性和內在本質聯(lián)系,社會公共資源開發(fā)、利用、配置必須以社會公平正義為依托和支撐,方能實現(xiàn)全民收益均衡和成果共享。首先,本文闡述了社會公共資源共享及其公平化的基本理論,對社會公共資源、共享、差等性等概念進行界定,選擇性梳理了國內外社會公平理論;其次,分析了建國以來我國社會公共資源配置的歷史演變及其特征趨勢;再次,深入考察當前我國社會在公共資源共享方面存在的差等性問題、危害與成因;最后提出我國社會公共資源共享的公平化對策,如:提升公共資源治理主體的公共意識和公平理念、創(chuàng)新公共資源治理模式和治理方法、構建公共資源全民共享的公平體制、健全公共資源公平共享的監(jiān)督機制等。
[Abstract]:The public nature of common, common and shared social public resources determines that they play an important role in social development, people's happiness, national long-term stability and so on, and are paid more and more attention to. "Innovation, coordination, green, open," Sharing the five New Social Development Concepts, It provides positive policy support for the further establishment of the new concept of social public resource sharing in our country. However, there is a strong realistic and intrinsic relationship between the new concept of social public resource sharing and the value orientation of social equity and justice. The development, utilization and allocation of social public resources must be supported by social equity and justice in order to realize the balance of the whole people's income and the sharing of achievements. Firstly, this paper expounds the basic theory of social public resource sharing and its fairness. Define the concepts of social public resources, sharing, difference and other concepts, selectively combing the theory of social equity at home and abroad; secondly, analyze the historical evolution and characteristic trend of social public resources allocation since the founding of the people's Republic of China; thirdly, This paper makes a thorough investigation of the existing problems, harm and causes of public resource sharing in our society. Finally, it puts forward some countermeasures to equalize the sharing of public resources in our country. For example: to promote the public consciousness and fair idea of the main body of public resource governance, to innovate the mode and method of public resource governance, to construct a fair system of public resource sharing among all people, and to perfect the supervision mechanism of fair sharing of public resources, etc.
