【摘要】：中國廣西與東盟國家地理位置十分靠近,與東盟國家的自然資源、經(jīng)濟(jì)往來的互補性強。廣西的地理位置是既沿海又沿邊,南靠我國的北部灣,背靠大西南,東臨粵港澳地區(qū),面向東南亞。廣西擁有1595公里海岸線,是西南快捷的出海通道,貨物可運往東南亞、非洲、歐洲等國家港口,是中國與東盟國家貿(mào)易往來的重要前沿窗口。中國—東盟博覽會永久定在廣西南寧和東盟自由貿(mào)易區(qū)建成的雙重歷史機遇下,使廣西享受到更多的優(yōu)惠政策。廣西政府作為中國—東盟博覽會的承辦方,應(yīng)充分利用好中國—東盟經(jīng)濟(jì)合作的平臺來打造廣西與東盟的經(jīng)濟(jì)圈,做好在新形勢下政府的職能轉(zhuǎn)變。從經(jīng)濟(jì)的宏微觀層面來看,廣西政府在不干預(yù)市場經(jīng)濟(jì)的情況下,來很好地調(diào)控宏觀經(jīng)濟(jì)。探尋政府促進(jìn)中國—東盟經(jīng)濟(jì)合作的新戰(zhàn)略、新路徑,更好地推進(jìn)中國—東盟經(jīng)濟(jì)的有效合作。論文通過梳理中西方文獻(xiàn)中有關(guān)的政府職能理論后,確定論文的研究內(nèi)容、技術(shù)路線和研究方法。然后,以時間為線索分析中國—東盟經(jīng)濟(jì)合作的現(xiàn)狀,包括廣西與東盟國家在經(jīng)濟(jì)合作中的相互關(guān)系、中國—東盟經(jīng)濟(jì)合作的相關(guān)政策、以及廣西政府在中國—東盟經(jīng)濟(jì)合作中職能存在的問題分析。在此基礎(chǔ)上,通過借鑒現(xiàn)有的歐盟、北美自由貿(mào)易區(qū)的發(fā)展模式,得出廣西政府在未來中國—東盟經(jīng)濟(jì)合作中職能轉(zhuǎn)變方向和政府職能的創(chuàng)新機制、途徑和方法。最后,歸納論文研究得出的結(jié)論方法及研究的局限性,以促進(jìn)廣西政府未來進(jìn)一步發(fā)展的內(nèi)容及方向。
[Abstract]:The geographical position of China and Guangxi is very close to that of ASEAN countries, and the natural resources and economic exchanges between Guangxi and ASEAN countries are highly complementary. Guangxi's geographical position is not only along the coast but also along the border, south of China's Beibu Gulf, backed by the Great Southwest, and east by Guangdong, Hong Kong and Macao. Facing Southeast Asia. Guangxi has 1595 kilometers coastline, is the southwest fast sea passage, goods can be shipped to Southeast Asia, Africa, Europe and other countries port, It is an important frontier window for trade exchanges between China and ASEAN countries. The China-ASEAN Exposition has been established permanently under the dual historical opportunity of the establishment of Nanning, Guangxi, and the ASEAN Free Trade area. The Guangxi government, as the host of the China-ASEAN Exposition, should make full use of the platform for China-ASEAN economic cooperation to create an economic circle between Guangxi and ASEAN. Do a good job in the transformation of government functions under the new situation. From the macro and micro aspects of the economy, the Guangxi government, in the case of non-intervention in the market economy, will well regulate and control the macro economy, and explore the government's new strategy for promoting China-ASEAN economic cooperation. After combing the relevant theories of government function in Chinese and western literature, this paper determines the research content, technical route and research methods of the paper. Taking time as a clue to analyze the current situation of China-ASEAN economic cooperation, including the mutual relations between Guangxi and ASEAN countries in economic cooperation, and the relevant policies of China-ASEAN economic cooperation, And the problems existing in the functions of the Guangxi government in the China-ASEAN economic cooperation. On this basis, the development model of the existing EU and North American Free Trade area (NAFTA) is used for reference. Finally, the paper concludes the conclusion and limitation of the research on the direction of function transformation and the innovative mechanism, ways and methods of government function in the future China-ASEAN economic cooperation of Guangxi government. In order to promote the future development of the Guangxi government content and direction.
