【摘要】：隨著電子信息技術(shù)的快速發(fā)展,我國政府門戶網(wǎng)站工程在各地也開始穩(wěn)步的推進。政府門戶網(wǎng)站由于其自身的優(yōu)越性,已經(jīng)成為我國一種重要的政務(wù)公開平臺,其建設(shè)運行的好壞對我國電子政務(wù)整體水平有著重要的影響。為了適應(yīng)這種趨勢,我國從中央到地方各級政府部門做出調(diào)整,認(rèn)真探索建設(shè)政府網(wǎng)站政務(wù)公開的路徑,以充分利用政府網(wǎng)站這一新興工具為公眾服務(wù)。然而,縣級政府作為我國基層政權(quán)組織,由于種種原因,其信息化建設(shè)相對滯后,政府門戶網(wǎng)站政務(wù)公開建設(shè)也困難重重,為了提高我國政府門戶網(wǎng)站政務(wù)公開的整體水平,縣級政府門戶網(wǎng)站政務(wù)公開建設(shè)不容忽視。因此有必要對縣級政府門戶網(wǎng)站政務(wù)公開的現(xiàn)狀進行探析,發(fā)現(xiàn)其在建設(shè)過程中的問題與不足,在找出原因和影響因素的基礎(chǔ)上,探尋有效的對策,以推動我國縣級政府門戶網(wǎng)站政務(wù)公開的建設(shè)。本文以永豐縣政府門戶網(wǎng)站政務(wù)公開為研究對象,以文獻分析、描述性分析、問卷調(diào)查以及案例分析為主要研究方法。剖析了永豐縣政府門戶網(wǎng)站政務(wù)公開建設(shè)的現(xiàn)狀。通過分析研究發(fā)現(xiàn),永豐縣政府門戶網(wǎng)站政務(wù)公開順應(yīng)了時代的潮流,認(rèn)真貫徹落實了中央的相關(guān)政策,并積極借鑒國內(nèi)各個優(yōu)秀網(wǎng)站的建設(shè)經(jīng)驗,不斷強化網(wǎng)站的功能,提高網(wǎng)站的服務(wù)能力,取得很多成效和重大突破。但也還存在著一些問題,例如信息公開不全面、頁面設(shè)計不規(guī)范、政民互動效率低等問題。這些問題制約了永豐縣政府門戶網(wǎng)站政務(wù)公開的發(fā)展,不利于永豐縣服務(wù)型政府的構(gòu)建。要解決這些問題就要從政務(wù)工作者、公眾、永豐縣政府門戶網(wǎng)站自身的規(guī)劃設(shè)計和永豐縣政府門戶網(wǎng)站的管理體制這些方面來探尋具體的對策。具體來說政務(wù)工作者要樹立公共服務(wù)的理念、要有“人民公仆”的意識；公眾要增強網(wǎng)絡(luò)參政的意識；提高永豐縣政府門戶網(wǎng)站政務(wù)公開的易用性和有用性；明確政府門戶網(wǎng)站的管理權(quán)的隸屬；完善政府門戶網(wǎng)站政務(wù)公開的監(jiān)督機制；建立政府門戶網(wǎng)站政務(wù)公開績效考核評估機制。
[Abstract]:With the rapid development of electronic information technology, the government portal project in our country has started to advance steadily all over the country. Because of its own superiority, the government portal has become an important open platform of government affairs in our country. The quality of its construction and operation has an important impact on the overall level of e-government in China. In order to adapt to this trend, our government departments at all levels from the central to the local level have made adjustments and seriously explored the path to open government affairs on the construction of government websites. In order to serve the public by making full use of the government website as a new tool, however, the county-level government, as a grass-roots political organization in our country, has lagged behind in its information construction for various reasons, and it is also difficult to open government affairs construction of the government portal website. In order to improve the whole level of the government portal website open government affairs in our country, the construction of the county government portal website government affairs openness can not be ignored. Therefore, it is necessary to probe into the present situation of the county government portal website government affairs openness. Find out its problems and shortcomings in the process of construction, on the basis of finding out the causes and influencing factors, explore effective countermeasures, In order to promote the construction of open government affairs of county government portal website, this paper takes Yongfeng county government portal website open government affairs as the research object, with literature analysis, descriptive analysis, Questionnaire survey and case analysis are the main research methods. This paper analyzes the present situation of the construction of government portal government affairs openness in Yongfeng County. Through the analysis and research, it is found that the government portal website government affairs openness in Yongfeng County conforms to the trend of the times. It has conscientiously implemented the relevant policies of the Central Committee, actively used the experience of various excellent websites in China for reference, continuously strengthened the functions of the websites, improved their service capabilities, and made many achievements and major breakthroughs. However, there are still some problems. For example, the information disclosure is not comprehensive, the design of the page is not standardized, and the interaction efficiency between the government and the people is low. These problems restrict the development of the government portal in Yongfeng County. This is not conducive to the construction of a service-oriented government in Yongfeng County. To solve these problems, we must start with government officials and the public. The planning and design of Yongfeng county government portal website and the management system of Yongfeng county government portal website are to explore concrete countermeasures. Specifically, government officials should set up the concept of public service and have the consciousness of "people's public servant"; The public should enhance the consciousness of network participation in politics; improve the usability and usefulness of the government portal website in Yongfeng County; clarify the membership of the management power of the government portal website; improve the supervision mechanism of the government portal website government affairs publicity; Establish the government portal government open performance evaluation mechanism.
