【摘要】：十七大以來,我國一直將政府信息公開列為今后一段時間的工作重點,2007年提出《中華人民共和國政府信息公開條例》這一綱領(lǐng)性文件后,從國家部委到地方政府層層推進(jìn),力求打造一個人民信得過、政務(wù)看得清、信息陽光化的完善政府體系。但是由于歷史和現(xiàn)實的種種原因,政府信息公開工作始終沒有達(dá)到人民滿意的水平,工作中依然存在一些問題。這就要求我們聽取民意、認(rèn)真總結(jié),進(jìn)一步改正政府信息公開方面的各項不足。頂層設(shè)計在國家,落實實踐在基層。本文針對佳木斯市人社系統(tǒng)這一基層部門在政府信息公開方面所做的工作,結(jié)合大量官方數(shù)據(jù)及政府信息公開現(xiàn)狀進(jìn)行深入研究,并通過問卷調(diào)查、訪談等形式,對政府信息公開工作情況進(jìn)行檢驗。調(diào)查共發(fā)放問卷500份,有效回收483份,有效回收率達(dá)到96.6%,通過對問卷調(diào)查中所得數(shù)據(jù)進(jìn)行分析,得出關(guān)于佳木斯市人社系統(tǒng)在政府信息公開中存在的一些問題;并將問題帶入訪談實踐中,使得問題進(jìn)一步細(xì)化、并總結(jié)和分門別類。同時對比當(dāng)前佳木斯市人社系統(tǒng)政府信息公開現(xiàn)狀,找出調(diào)查結(jié)果與政府信息公開現(xiàn)狀的不符之處,包括:信息公開制度不完善、群眾參與度不高以及公民獲取信息途徑單一等。最后結(jié)合其他同等級地市中已實踐的良好做法,對佳木斯人社系統(tǒng)在政府信息公開方面存在的問題和缺陷給出改善政府信息公開環(huán)境、創(chuàng)建完善的政府信息公開體系、加強(qiáng)政府信息公開渠道建設(shè)以及創(chuàng)立全面的政府信息公開監(jiān)督體制等解決之辦法。本文力求理論結(jié)合實際,真正的服務(wù)于佳木斯市人社系統(tǒng)政府信息公開工作,對今后信息公開工作起到一定的輔助與借鑒作用。
[Abstract]:Since the 17th National Congress of the CPC, our country has made the disclosure of government information a key point of our work for some time to come. After putting forward the "regulations of the people's Republic of China on the Disclosure of Government Information" in 2007, this programmatic document has been advanced from state ministries to local governments at various levels. Strive to build a perfect government system that the people can trust, government affairs can be clearly seen, and information is sunny. However, for various reasons of history and reality, the work of government information disclosure has never reached the level of people's satisfaction. There are still some problems in our work. This requires us to listen to public opinion, seriously sum up, and further correct the deficiencies in the disclosure of government information. The top level design is in the country. This paper aims at the work done by the grass-roots department of Jiamusi people's Society system in the aspect of government information disclosure, and carries on the thorough research in combination with a large number of official data and the present situation of the government information disclosure, and carries on the thorough research through the questionnaire survey, In the form of interviews and other forms, the work of government information disclosure is tested. A total of 500 questionnaires were sent out, 483 effectively recovered, and the effective recovery rate reached 96.6. through the analysis of the data obtained in the questionnaire, Get some problems about the Jiamusi people's Society system in the government information disclosure; and bring the problem into the interview practice, so that the problem is further refined, At the same time, comparing with the current situation of government information disclosure in Jiamusi people's Society system, we find out the inconsistency between the investigation results and the current situation of government information disclosure, including: the information disclosure system is not perfect, The participation of the masses is not high and citizens have a single access to information. Finally, combining with the good practices already practiced in other cities at the same level, The problems and defects of Jiamusi society system in the government information disclosure are put forward to improve the environment of government information disclosure and to establish a perfect government information disclosure system. Strengthening the construction of government information disclosure channels and establishing a comprehensive supervision system of government information disclosure. This paper tries to combine theory with practice and truly serve the work of government information disclosure in Jiamusi people's Society system. For the future information disclosure work to play a certain role in assistance and reference.
