東莞“掃黃事件”輿情危機(jī)信息管理研究

【摘要】:伴隨著互聯(lián)網(wǎng)通信技術(shù)的發(fā)展,新媒體環(huán)境之下的輿情危機(jī)信息傳播速度驚人,如何有效管理危機(jī)就成為政府的一大難題。政府部門在傳統(tǒng)時(shí)期的絕對(duì)權(quán)威地位已經(jīng)悄然發(fā)生改變,很多輿情危機(jī)信息的傳播脫離了權(quán)威部門的控制,正朝著向社會(huì)大眾廣泛傳播的交叉式的平民模式發(fā)展。但是,因?yàn)槲覈?guó)只用了短短幾十年時(shí)間就達(dá)到發(fā)達(dá)國(guó)家?guī)装倌甑陌l(fā)展程度,快速的發(fā)展導(dǎo)致的新問(wèn)題沒(méi)有經(jīng)驗(yàn)可以借鑒,直接造成我國(guó)在管理輿情危機(jī)信息方面的相關(guān)法律條文的不健全,再加上在經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中會(huì)長(zhǎng)期共存各種矛盾,因此要及時(shí)有效地分析、研究、預(yù)測(cè)和化解各類輿情危機(jī)信息,對(duì)輿情危機(jī)信息進(jìn)行監(jiān)測(cè)、預(yù)防和管理是十分有必要。當(dāng)前國(guó)內(nèi)有關(guān)危機(jī)管理的研究不少,然而針對(duì)輿情危機(jī)信息管理的研究卻少之又少,作為政府危機(jī)管理的一個(gè)重要組成部分,尤其是在當(dāng)前網(wǎng)絡(luò)發(fā)展大行其道的今天,輿情危機(jī)信息管理既面臨著機(jī)遇又面臨著挑戰(zhàn),因而政府機(jī)構(gòu)還需要持續(xù)進(jìn)行輿情危機(jī)信息管理的研究。本文正是基于這種考慮對(duì)這一問(wèn)題進(jìn)行探討的。本文共分四個(gè)部分,第一部分是對(duì)國(guó)內(nèi)外研究現(xiàn)狀、研究方法等做出考慮,通過(guò)研究國(guó)內(nèi)外現(xiàn)狀找到本論文的切入點(diǎn),為論文的寫作做好前期準(zhǔn)備。第二部分是對(duì)論題概念和理論的梳理,同時(shí)闡明加強(qiáng)輿情危機(jī)信息管理的重要性,為下面章節(jié)的論述作鋪墊。第三部分是選取東莞“掃黃事件”進(jìn)行案例剖析,分別針對(duì)該事件的可取之處和不足之處作了詳細(xì)分析,可取之處包括維護(hù)并傳遞正能量,積極創(chuàng)建和諧輿情環(huán)境;政府及時(shí)采取措施和發(fā)布透明消息,平息事件;善用信息,及時(shí)安撫群眾;從正義角度出發(fā),完善輿情危機(jī)信息管理;整頓網(wǎng)絡(luò)治安,構(gòu)建健康網(wǎng)絡(luò)環(huán)境五方面。而不足之處則有三方面:第一缺少輿情危機(jī)信息預(yù)警機(jī)制;第二政府和媒體、公眾缺乏有效信息溝通:第三政府的輿情危機(jī)信息控制失靈。第四部分在第三部分的基礎(chǔ)上分析了我國(guó)輿情危機(jī)信息管理的問(wèn)題的成因分析,原因包括有虛假信息危害大;名人的不當(dāng)言論影響大;輿情管理機(jī)制不健全波及大。第五部分是研究輿情危機(jī)信息管理的舉措,這四項(xiàng)舉措是針對(duì)第三部分研究東莞“掃黃事件”輿情危機(jī)信息管理存在的問(wèn)題,提出切實(shí)可行的解決對(duì)策,包括制定簡(jiǎn)潔有效的輿情危機(jī)信息預(yù)警機(jī)制;加強(qiáng)輿情危機(jī)中的政府和媒體、公眾信息溝通;完善輿情危機(jī)信息管理制度,確保信息真實(shí)、及時(shí)傳播;“多管齊下”塑造政府公信力?傮w來(lái)說(shuō),本文研究的重點(diǎn)在于政府如何妥善地應(yīng)對(duì)輿情危機(jī),并且有效地進(jìn)行輿情危機(jī)信息管理,同時(shí)深掘輿情危機(jī)出現(xiàn)的根源。通過(guò)本次課題的論述,將提出一系列合理化建議,關(guān)于政府如何有效利用網(wǎng)絡(luò)等溝通平臺(tái)改善自身行政效能,并且如何有效進(jìn)行溝通以減少信息不對(duì)稱等。
[Abstract]:With the development of Internet communication technology, public opinion crisis information in the new media environment is spreading at an astonishing speed. How to effectively manage the crisis has become a big problem for the government. The absolute authority position of the government has been changed quietly in the traditional period, and the dissemination of the crisis information of public opinion has been divorced from the control of the authoritative department. It is developing towards a cross-type civilian model widely spread to the public. However, since China has reached the level of development in developed countries for hundreds of years in just a few decades, there is no experience to learn from the new problems caused by rapid development. As a direct result of the unsoundness of the relevant legal provisions in the management of public opinion crisis information in our country, coupled with the long-term coexistence of various contradictions in the process of economic and social development, we should analyze and study them in a timely and effective manner. It is very necessary to predict and resolve various kinds of public opinion crisis information, monitor, prevent and manage public opinion crisis information. At present, there are a lot of researches on crisis management in China, but there are few researches on crisis information management of public opinion. As an important part of government crisis management, especially in the current network development, public opinion crisis information management is faced with both opportunities and challenges. Therefore, government agencies need to continue to study the crisis information management of public opinion. This paper is based on this consideration to discuss this problem. This paper is divided into four parts, the first part is the current situation of research at home and abroad. Research methods and so on, through the study of the current situation at home and abroad to find the breakthrough point of this paper, to prepare for the writing of the paper. The second part is to comb the concept and theory of the topic, At the same time, it clarifies the importance of strengthening the crisis information management of public opinion, and paves the way for the discussion in the following chapter. The third part is to select Dongguan "anti-pornography incident" for case analysis, and make a detailed analysis on the merits and shortcomings of the incident. The desirable aspects include maintaining and transmitting positive energy and actively creating a harmonious public opinion environment; the government should take timely measures and issue transparent information to quell incidents; make good use of information to appease the masses in a timely manner; and proceed from the perspective of justice. Perfect public opinion crisis information management, rectify network public order, construct healthy network environment in five aspects. The deficiency has three aspects: first, lack of public opinion crisis information early warning mechanism; second, government and media, Public lack of effective information communication: the third government of the crisis of public opinion information control failure. 4th on the basis of the third part of the analysis of the causes of China's public opinion crisis information management problems, including false information harm; The improper comments of celebrities have a great impact; the unsound management mechanism of public opinion affects greatly. Part 5th is a measure to study the information management of public opinion crisis. These four measures are aimed at the third part of the study of Dongguan "anti-pornography incident" public opinion crisis information management problems, put forward practical solutions, including the establishment of a concise and effective public opinion crisis information warning mechanism; Strengthen the public information communication between the government and the media in the crisis of public opinion, perfect the information management system of the crisis of public opinion, ensure that the information is true and spread in time, and "multi-pronged" to shape the credibility of the government. Generally speaking, The focus of this paper is how to deal with the crisis of public opinion properly, and how to effectively manage the information of crisis of public opinion, and at the same time, to dig into the root of the crisis of public opinion. Through the discussion of this topic, we will put forward a series of rational suggestions. How the government can improve its administrative efficiency by using communication platform such as network effectively and how to communicate effectively in order to reduce information asymmetry and so on.
