【摘要】：新疆地處我國西部邊陲,是我國與中亞各國交流往來的窗口。第二次中央新疆工作座談會進一步明確了新疆在建設(shè)絲綢之路經(jīng)濟帶中的重要地位,強調(diào)要把新疆作為絲綢之路經(jīng)濟帶的核心區(qū)來發(fā)展。作為核心區(qū)的首府烏魯木齊市,就是這一新增長極的極核。近年來,烏魯木齊市的發(fā)展日新月異,但與此同時也存在諸多不穩(wěn)定因素,影響了整個城市的經(jīng)濟和社會發(fā)展。城市安全和社會穩(wěn)定是烏魯木齊市經(jīng)濟社會發(fā)展的前提條件,而基層社區(qū)的應(yīng)急管理水平又是城市安全穩(wěn)定的關(guān)鍵。因此,提高社區(qū)應(yīng)急管理水平對于維護烏魯木齊市乃至整個新疆的社會穩(wěn)定和長治久安至關(guān)重要。本文主要依托治理理論和社會資本理論,來論證城市社區(qū)應(yīng)急管理的基礎(chǔ)性作用。通過文獻研究、案例分析和問卷調(diào)查相結(jié)合的方法,重點探討目前烏魯木齊市社區(qū)應(yīng)急管理中存在的突出問題,并提出相應(yīng)的對策建議。以期通過提升社區(qū)應(yīng)急管理能力,來促進烏魯木齊市的社會穩(wěn)定和長遠發(fā)展。
[Abstract]:Xinjiang is located in the western border of our country, China and Central Asian countries exchange window. The second central Xinjiang work forum to further clarify the important position in the construction of Xinjiang Silk Road Economic Belt in, put emphasis on Xinjiang as the core area of Silk Road Economic Belt to development as the core area of the capital. Urumqi City, is a new growth pole of the polar nuclei. In recent years, the development of Urumqi city change rapidly, but at the same time there are many unstable factors, affecting the entire city's economic and social development. City security and social stability is a prerequisite for economic and social development of Urumqi City, and the level of emergency management of community and is the key to the security and stability of the city. Therefore, improve the management level of community is essential for maintaining social stability and long period of stability in Urumqi and Xinjiang. In this paper, the main Relying on the governance theory and social capital theory, to demonstrate the basic role of city community emergency management. Through literature research, case analysis and questionnaire, discusses the problems existing in the operation of Urumqi city community in emergency management, and puts forward corresponding countermeasures and suggestions. In order to improve the emergency management community ability. The city of Urumqi to promote social stability and long-term development.
