【摘要】：正許多從事機(jī)關(guān)事務(wù)工作的人常常感到困惑,要說(shuō)清楚機(jī)關(guān)事務(wù)的涵義真不容易,要對(duì)其準(zhǔn)確定位、進(jìn)而弄清發(fā)展趨勢(shì)更加困難。本文追根溯源,力圖在歷史發(fā)展脈絡(luò)中說(shuō)明機(jī)關(guān)事務(wù)涵義,從歷史演變規(guī)律中把握機(jī)關(guān)事務(wù)發(fā)展趨勢(shì)。一、機(jī)關(guān)事務(wù)是政府的自我服務(wù)和管理這里所說(shuō)的政府是廣義上的"政府",指國(guó)家的立法機(jī)構(gòu)、行政機(jī)關(guān)和司法機(jī)關(guān)等公共機(jī)關(guān)的總合,代表著社會(huì)公共權(quán)力。以此為坐標(biāo),可以說(shuō)機(jī)關(guān)事務(wù)是一個(gè)敞開的概念,它與社會(huì)事務(wù)相對(duì)應(yīng),不與機(jī)關(guān)政務(wù)相
[Abstract]:Many people engaged in the work of organ affairs often feel confused. It is not easy to clarify the meaning of organ affairs, and it is more difficult to locate them accurately, and then to find out the development trend. Try to explain the meaning of organ affairs in the historical development context, and grasp the development trend of organ affairs from the historical evolution law. Agency affairs are the self-service and management of the government the government is the broad sense of the "government", refers to the state legislature, the executive and judicial organs and other public organs together. It can be said that organ affairs is an open concept, which corresponds to social affairs and does not correspond to government affairs
