天津海事局執(zhí)法人員職業(yè)能力評(píng)價(jià)模型研究

【摘要】:長期以來,天津海事局執(zhí)法人員考核分別由組織、人事、法規(guī)等部門單獨(dú)開展,各部門采取的考核評(píng)價(jià)方式方法不盡相同,造成考核評(píng)價(jià)結(jié)果往往并不一致。這樣的考核評(píng)價(jià)方式目的不明確,缺乏統(tǒng)一性和關(guān)聯(lián)性,職業(yè)能力評(píng)價(jià)指標(biāo)設(shè)計(jì)過于主觀、籠統(tǒng),缺乏細(xì)化,缺少可操作性,缺乏可信度。造成了考核評(píng)價(jià)結(jié)果不夠客觀公正、執(zhí)法人員職業(yè)能力評(píng)價(jià)流于形式,缺乏嚴(yán)謹(jǐn)性。通過文獻(xiàn)分析,結(jié)合國家公務(wù)員職業(yè)能力標(biāo)準(zhǔn)框架和天津海事局執(zhí)法人員績效考評(píng)內(nèi)容,進(jìn)行行為事件訪談和問卷調(diào)查,歸納得到以三項(xiàng)維度為基礎(chǔ)的職業(yè)能力評(píng)價(jià)模型。三個(gè)維度分別為知識(shí)技能、能力素質(zhì)、個(gè)人特質(zhì)。知識(shí)技能是執(zhí)法人員表面的、顯性的職業(yè)能力,可以通過相關(guān)職業(yè)技能考試和獲取等級(jí)證書進(jìn)行定量測評(píng),是執(zhí)法人員應(yīng)具備的最基本的能力,包括海事相關(guān)專業(yè)知識(shí)、外語能力、法律知識(shí)、計(jì)算機(jī)知識(shí)4項(xiàng)特征。能力素質(zhì)和個(gè)人特質(zhì)是執(zhí)法人員潛在的、隱性的職業(yè)能力,是執(zhí)法人員做好日常工作應(yīng)具備的關(guān)鍵能力,主要通過執(zhí)法人員日常表現(xiàn)進(jìn)行測評(píng)。能力素質(zhì)是執(zhí)法人員業(yè)務(wù)能力的體現(xiàn),包括分析判斷能力、溝通能力、海事執(zhí)行能力、自我管理能力、應(yīng)對突發(fā)事件能力、解決問題能力、心理承受能力、計(jì)劃能力8項(xiàng)特征。個(gè)人特質(zhì)是執(zhí)法人員職業(yè)道德的體現(xiàn),包括責(zé)任心、學(xué)習(xí)能力、創(chuàng)新能力、服務(wù)意識(shí)、組織認(rèn)同、誠信自律、敬業(yè)7項(xiàng)特征。通過對問卷調(diào)查結(jié)果進(jìn)行數(shù)據(jù)分析,得到知識(shí)技能、能力素質(zhì)、個(gè)人特質(zhì)在測評(píng)中所占的比重分別為21%、37%和42%,其中能力素質(zhì)和個(gè)人特質(zhì)兩個(gè)維度所占比重接近80%,說明隨著海事事業(yè)的發(fā)展和員工測評(píng)手段的不斷完善,潛在的關(guān)鍵能力越來越受到重視。研究結(jié)果表明,執(zhí)法人員職業(yè)能力評(píng)價(jià)模型是一個(gè)多維度的、可以通過行為進(jìn)行定量測評(píng)的有效模型,為執(zhí)法人員開展績效評(píng)估提供了具有可操作性的測量工具。通過職業(yè)能力評(píng)價(jià)模型的應(yīng)用可以改變原有的對執(zhí)法人員單一、籠統(tǒng)、粗放的考核評(píng)價(jià)方式,提升考核評(píng)價(jià)的客觀性和準(zhǔn)確性;同時(shí),可以圍繞職業(yè)能力評(píng)價(jià)模型的應(yīng)用,形成系統(tǒng)的評(píng)價(jià)體系,為執(zhí)法人員培訓(xùn)、選拔、任用提供參考。
[Abstract]:For a long time, Tianjin Maritime Bureau law enforcement personnel assessment respectively by the organization, personnel, and other departments to carry out separate regulations, methods of assessment and evaluation of various departments to take are not the same, cause the appraisal results is often not consistent. The appraisal method of this purpose is not clear, the lack of consistency and relevance, the design of evaluation index occupation ability too in general, subjective, lack of refinement, lack of operability, lack of credibility. The evaluation results are not caused by the objective and fair evaluation of law enforcement personnel occupation ability becomes a mere formality, the lack of rigor. Through literature analysis, combined with the framework of civil servants occupation ability standards of the state and Tianjin Maritime Bureau law enforcement personnel performance appraisal content, behavior event interview and questionnaire we have obtained the ability to evaluate the occupation, three dimension based model. The three dimensions of knowledge and skills, ability, personal qualities. Knowledge and skills of law enforcement officers on the surface, the dominant occupation ability, can make a quantitative evaluation by occupation skill examination and obtain certificates, law enforcement personnel should possess the basic skills, including knowledge, maritime related professional foreign language ability, legal knowledge, computer knowledge of the characteristics of 4. Ability and personal qualities is the law enforcement staff potential, implicit occupation ability, is the key of law enforcement personnel should have the ability to do the daily work, mainly through the daily performance evaluation of law enforcement officers. Through the questionnaire survey results, analysis of data, obtain knowledge and skills, ability, personal qualities are accounted for in the evaluation of the proportion was 21%, 37% and 42%, of which two dimensions of competence and personal qualities and the proportion of nearly 80%, with the development of maritime business and staff evaluation means of continuous improvement, the key potential has attracted more and more attention. Through the application of occupation ability evaluation model can change the original single law enforcement personnel general evaluation, extensive mode, enhance the objectivity and accuracy of evaluation; at the same time, We can form a systematic evaluation system around the application of the evaluation model of professional ability and provide reference for the training, selection and appointment of the law enforcement personnel.
