【摘要】：公共服務(wù)供給側(cè)改革既是當前我國供給側(cè)結(jié)構(gòu)改革的重要環(huán)節(jié),也是全面深化改革的重要內(nèi)容。事業(yè)單位作為我國當前以及未來公共服務(wù)的主要供給載體,其改革進程與公共服務(wù)供給側(cè)改革有著直接緊密的聯(lián)系,二者在實現(xiàn)過程中可以相互借力和共同推進。圍繞公共服務(wù)供給側(cè)改革推進事業(yè)單位改革要以事業(yè)單位的財政管理制度為先導(dǎo),人事編制改革為重點,將完善事業(yè)單位內(nèi)部管理體制和運行機制作為改革路徑,依托政府購買服務(wù)模式發(fā)揮市場機制作用,加強事業(yè)單位的內(nèi)外部監(jiān)督,實現(xiàn)公共服務(wù)的結(jié)構(gòu)優(yōu)化、質(zhì)量提高、內(nèi)涵品質(zhì)和效率提升。
[Abstract]:The public service supply-side reform is not only an important link of the supply-side structural reform in China, but also an important part of the overall deepening of the reform. Institutions are the main providers of public services in our country at present and in the future. The reform process has a direct and close connection with the public service supply-side reform. In the process of implementation, the two sides can draw on each other and push forward the reform of public service supply-side reforms. The reform of public institutions should be guided by the financial management system of public institutions, and the reform of personnel establishment should be the focus. Taking the improvement of internal management system and operation mechanism of public institutions as the reform path, relying on the mode of government purchase and service to play the role of market mechanism, strengthening the internal and external supervision of public institutions, realizing the structure optimization of public services and improving the quality of public services, Connotation, quality and efficiency.
